Permanent residence in Canada: a new migration program for Ukrainians came into effect on October 23, 2023

The Government of Canada has launched a new migration program for Ukrainian citizens to obtain permanent residence. Find out who can apply, whether you can move to Canada under the new program with your family, and other important details

From October 23, 2023, a new temporary program for issuing a permanent residence permit for citizens of Ukraine began to operate in Canada. The relevant information was published on the official page of the Canadian government. Migration rules are designed to help Ukrainian families reunite in Canada.

Who can apply?


The following can apply for a permanent residence permit:


1. Family members of a citizen or permanent resident of Canada.


● Candidate requirements:

- be a citizen of Ukraine;

- have a relative in Canada – husband/wife or civil partner, child regardless of age, grandchild, father/mother, grandfather/grandmother or brother/sister (including half-brothers);

- be in Canada at the time of application and when obtaining a permanent residence permit;

- have temporary resident status in Canada or apply to renew the status if it expired less than 90 days ago.


● List of documents:

- valid passport;

- a declaration form (IMM 0191) from a family member in Canada demonstrating family ties.


● Canadian citizen or permanent resident requirements

- live in Canada at the time of application;

- be over 18 years old;

- obtain a permanent residence permit not based on this program.


2. Husband/wife (or civil partner) of a citizen of Ukraine who has family in Canada.

A spouse of a citizen who meets the following two requirements can apply for a residence permit:

- cannot leave Ukraine, has gone missing, died or is presumed dead;

- is a member of the family of a citizen or permanent resident of Canada - a child regardless of age, grandchild, father/mother, grandfather/grandmother or brother or sister, including stepchildren.


● Candidate requirements:

- be in Canada at the time of application and when obtaining permanent residence;

- have the status of a temporary resident in Canada or apply for the restoration of the status if its validity period expired less than 90 days ago;

- were not remarried or were not in a civil relationship with another person after leaving Ukraine;


● List of documents:

- a valid passport, travel document or other identity document;

- a declaration form (IMM 0191) from a family member in Canada demonstrating family ties.


● Requirements for a citizen or permanent resident of Canada:

- at the time of application, the relative must reside in Canada on a permanent basis;

- obtain a permanent residence permit outside of this program;

- be over 18 years old.


Importantly! The status of permanent residents within the framework of this program is granted even to those who cannot financially support themselves or family members.

Can I move to Canada under the program with my family?


The applicant's family members can also be included in the immigration application if they meet all the medical, criminal and security requirements to become permanent residents of Canada:

- husband/wife or civil partner;

- dependent child: younger than 22 years old and not married; older than 22 years, but unable to support herself due to mental or physical condition;

- a child who is dependent on your husband or wife;

- granddaughter

Family members can be in or out of Canada. Only the applicant must be in Canada at the time of submission of documents.

Family members must be added to the application immediately, even if they are not currently migrating with you. If you don't, you won't be able to sponsor them later.


How to apply?


1. Check whether you meet the criteria for obtaining a residence permit.

2. Collect documents and submit an application.

3. After receiving the application, the migration service will process your package of documents, if everything is correct, you will be offered:

- undergo a medical examination (if necessary);

- submit biometric data (if necessary);

- pass a criminal and security check.


After processing the application, the migration service will notify the applicant of its decision.
