Malta hosts summit on Zelensky's Peace Formula: results of the meeting

Malta hosted the third meeting of National Security Advisors and Foreign Policy Advisors on the Formula for Peace proposed by Ukrainian President Volodymyr Zelenskyy. The meeting, which took place on October 28, brought together delegations from 66 countries and international organizations, including representatives from Asia, Africa, and Latin America. On October 28, Malta hosted a 2-day summit on the peaceful settlement of the war in Ukraine. It was larger in number of participants than the previous ones in Jeddah and Copenhagen - representatives of 66 countries took part in the negotiations.


Among them were representatives of the countries of decommunization, America, Arab, African and Asian countries. Head of the Office of the President of Ukraine Andriy Yermak headed the Ukrainian delegation at the event.


Here are the results of the summit.


Peace Formula Summit in Malta: what is known


The meeting with the country delegations took place in the ballroom of a hotel in Malta, behind closed doors. The talks were expected to result in an agreement to hold a global summit at the end of 2023 to resolve the conflict in Ukraine.


Russia did not take part in these talks, and russian officials criticized the idea of holding the summit in Malta. 


Malta's Foreign Minister, Ian Borg, noted that despite its status as a neutral country, Malta cannot avoid condemning injustice, crimes and abuses of power in the region.


According to Yermak, the previous consultations at the level of advisors helped to form a common understanding of the preconditions for achieving peace and creating a sustainable international order after the conflict. 


During the meeting at the ambassadorial level, specific plans for the implementation of the Peace Formula were developed, and international working groups specializing in technical issues were created.


The Ukrainian peace formula


During his speech at the G20 summit in November 2022, Ukrainian President Volodymyr Zelenskyy proposed a "peace formula" to stop a full-scale russian invasion. 


This formula includes 10 key points:


1. Ensuring radiation and nuclear safety, including the withdrawal of russian troops from the territory of the ZNPP and the rejection of nuclear threats.

2. Support for food security, including the expansion of the grain initiative.

3. Ensuring energy security, including the protection of Ukraine's energy infrastructure and limiting the price of energy resources from russia.

4. Release of all prisoners and deportees in accordance with the principle of "all for all".

5. Implementation of the UN Charter, restoration of territorial integrity and international order.

6. Withdrawal of russian troops and cessation of hostilities to restore Ukraine's control over all sections of the state border with russia.

7. Establishment of a special tribunal to consider the crime of russian aggression against Ukraine.

8. Protecting nature and preventing ecocide.

9. Signing a security guarantee agreement with strategic allies to prevent the escalation of the conflict.

10. Fixing the end of the war and establishing peace in the region.

What issues were addressed at the Peace Formula Summit?


Attention was focused on 5 key points of the peace formula: "nuclear and radiation safety", "food security", "energy security", "release of prisoners and deportees", "restoration of the territorial integrity of Ukraine and the world order". 


Nuclear and radiation safety 


Minister of Energy of Ukraine Herman Galushchenko unveiled a nuclear safety plan aimed at the complete withdrawal of terrorists and civilians, weapons and equipment from the territory of Zaporizhzhya NPP. In particular, the transfer of control over the plant to Ukraine. 


"The plan envisages strengthening the role of the IAEA in monitoring compliance with the rules of operation of nuclear facilities, determining technical conditions for the safe return of nuclear power plants under Ukrainian control, and studying mechanisms of responsibility for non-compliance with internationally recognized principles of nuclear safety," the Presidential Office said in a statement. 


Restoration of Ukraine's territorial integrity


This initiative is aimed at improving the existing mechanisms to protect the principle of respect for the territorial integrity and sovereignty of Ukraine, which is enshrined in the UN Charter. 


The press service claims that in order to achieve these goals, it is important to:


- Increase the effectiveness of the UN Security Council by reforming and limiting the veto.

- Strengthen the role of the International Court of Justice by granting it compulsory jurisdiction over all cases involving violations of the UN Charter and guaranteeing the immediate enforcement of its decisions.

- Create a system for early detection of actions that threaten the sovereignty and territorial integrity of states.


Uninterrupted food supply 


As a plan, Minister of Economy Yulia Svyrydenko proposed to strengthen the protection of Ukrainian ports and logistics infrastructure, ensure the cleaning of sea routes, and insure ships and cargo. 


Energy security 


The participants also reviewed the plan for the implementation of the energy security item, which provides for the development of an energy resilience model. 


The plan aims to prevent energy security violations and other attacks that use energy as leverage. 


Return of deported children, civilian hostages and prisoners of war 


The action plan, presented by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, envisages the creation of an international monitoring group and the possibility of collecting information on deported children, civilian hostages and prisoners of war. 


In particular, they discussed access to places of detention, October's additional sanctions against russia, and pressure on terrorists to provide the UN and ICRC with unimpeded access to Ukrainian prisoners.


The President of Ukraine informed about the issues discussed at the summit


According to the President, most of the world is gradually uniting around a common vision of justice reflected in the "Formula for Peace". 


"Last year, when I first presented the formula, the world was still discussing a different vision, a completely different approach to the restoration of our state borders and a fair peace. And most of the world is gradually uniting around a common vision of justice, which is reflected in the "Formula for Peace". 


"What the occupiers really need to lose is the unity of the world," Zelensky said. 


The President also added: "Peace is not a place of aggression. Humanity will come to this. This is the only way to save lives."
