Conscription students studying in educational institutions outside Ukraine may go abroad during the martial law to continue their studies. In particular, applicants for professional pre-higher and higher education, assistants-trainees, post-graduate students and doctoral students who study full-time or dual forms of education are not eligible for military service during mobilization for a special period.


To cross the border, the student must apply to the territorial center of staffing and social support at the place of residence (registration) and get:


- a corresponding entry in the military registration document on the granting of deferment of conscription (mobilization conscription)

- permission to cross the border from the head of the relevant center of staffing and social support


When crossing the border you must have:


- a document granting the right to cross the state border (passport)

- a document confirming study at a professional pre-higher and higher education institution abroad

- permission to cross the border from the head of the relevant center of staffing and social support

- military registration document with a record of deferment of conscription (mobilization conscription)


Currently, all territorial centers of staffing and social support operate in the territories controlled by Ukraine.
