One thousand UAH for books: who and under what conditions can get them?

On Monday, May 17, President of Ukraine Volodymyr Zelenskyy signed a law to stimulate the development of Ukrainian book publishing and book distribution. Draft law No. 11251 provides for state aid for the purchase of books for citizens and subsidies for bookstores.
The state budget allocated UAH 466 million for the Ukrainian Book Institute (UBI), support for book publishing and popularization of Ukrainian literature. Of this amount, UAH 376 million is allocated for certificates for the purchase of books. The UIK will be able to start issuing certificates after the Cabinet of Ministers adopts a resolution that will determine the procedure for providing assistance and using the funds.

Book certificates: who can get them?
Starting July 1, 2024, Ukrainian citizens who have reached the age of 18 will be able to receive certificates for the purchase of books. The amount of the certificate will be approximately UAH 903. The certificate will be available in the Diia app. Young people will be able to use these funds to buy printed and electronic books, audiobooks, and publications for the visually impaired.
In addition, one of the parents of a newborn child will be able to receive certificates for books. However, this service will become available to them on January 1 after martial law is lifted.

Why does the government offer money for books?
Oleksandra Koval, director of the Ukrainian Book Institute, noted that thanks to the UAH 370 million allocated for certificates, Ukrainian publishers will be able to publish an additional 1.5-2 million copies of books. This will help develop Ukrainian book publishing and popularize literature among young people.
The new law will provide bookstores with government subsidies to offset the rent for their premises. This should help reduce financial pressure on bookstores and promote the development of book trade in Ukraine.
The draft law No. 11251 was initiated by MPs Mykyta Poturaiev, Yevheniia Kravchuk, Volodymyr Viatrovych, Mykola Kniazhytskyi, Iryna Kostankevych, Oleksandr Abdulin, Sofia Fedina, and Yuriy Pavlenko.
