Israel has recently introduced additional restrictions on the entry of Ukrainian citizens. Starting from July 1, Ukrainian citizens who enjoy visa-free entry to Israel must apply for an ETA-IL permit to stay in the country for up to 90 days. Although Ukrainians will not be charged a fee for obtaining the permit, this innovation has caused a reaction from Kyiv. According to the Embassy of Ukraine in Israel, Ukraine will introduce similar pre-approval requirements for Israeli citizens.

Restrictions on entry to Ukraine for Israeli citizens


It is noted that Ukraine and Israel have had close relations since the introduction of a visa-free policy in 2010. However, Israel's recent actions, including restrictions on the entry of Ukrainian refugees and denial of entry to many Ukrainians, have worsened these relations. The new requirements effectively suspend the visa-free regime, which caused outrage in the Ukrainian embassy.


Therefore, in response to Israel's actions, Ukraine is introducing its own restrictions for Israeli citizens. The Ministry said that the new rules will also affect thousands of Israeli pilgrims who visit Ukraine every year, especially during Rosh Hashanah. How exactly the entry permits will work will be known later, as the Ministry of Foreign Affairs is currently considering the specifics of the electronic visas to be introduced.


It is known that this is not the first dispute between Ukraine and Israel over entry restrictions. In the summer of 2022, the Ukrainian authorities already threatened to suspend the visa-free regime for Israeli citizens because of the Israeli state's inhospitality to Ukrainian citizens amid the russian invasion.


Ukrainian Ambassador Yevhen Korniychuk noted that no other country in the world had introduced visas for Ukrainians during the war, and that some countries, such as Canada and Ireland, had unilaterally waived visa requirements for Ukrainians.


At the same time, the embassy notes that Ukraine remains open to dialogue with Israel to discuss and agree on these changes in travel policy in order to find a solution that will be beneficial to both countries. The Embassy of Ukraine emphasizes the need for cooperation to maintain good bilateral relations and avoid further escalation of the conflict.
