The Hungarian government has decided to update the rules for refugees from Ukraine regarding free housing. The innovation will come into force on August 21. Only refugees from the regions of Ukraine that have been significantly affected by the hostilities will be able to receive free housing.


Earlier we told you that Ukrainians will be able to obtain a residence permit in Hungary even with an expired passport.


How will the changes affect Ukrainian refugees?


Housing assistance will be available only to those who have come from or permanently reside in “war-affected areas”. Refugees who do not meet this new requirement will lose their right to subsidized housing on August 21, 2024.

Persons who are eligible for temporary protection can receive subsidized housing within a month of arriving in Hungary, and they do not even need to register their protection status. Housing will be provided by municipalities or the Hungarian charity service of the Order of Malta, and free meals are also provided. 


After registering temporary protection, you can live in subsidized housing for another month. After this period, only certain categories of vulnerable people will be eligible for free accommodation (provided they live in the war-affected area):

1. Persons under the age of 18;

2. One of the parents of a minor child, provided they live with the child;

3. Pregnant women;

4. Persons with disabilities;

5. Persons over 65 years of age.


After August 21, homeowners will no longer receive subsidies from the state for the accommodation of other categories of people, so they have every right to ask refugees to move out. The country will not provide any other accommodation alternatives.

Which regions of Ukraine are affected by the new changes?


The new rules apply to all refugees eligible for temporary protection, dual nationals and Hungarian citizens who resided in Ukraine before the war and left for Hungary on or after February 24, 2022.


The list of regions “affected by the war” is updated monthly:

1. Dnipropetrovska oblast;

2. Donetsk region;

3. Zaporizhzhya region;

4. Kyiv region and the city of Kyiv;

5. Mykolaiv region;

6. Odesa region;

7. Sumy region;

8. Kharkiv region;

9. Kherson region;

10. Chernihiv region;

11. Luhansk region;

12. Zhytomyr region;

13. The Autonomous Republic of Crimea and the city of Sevastopol.


As you can see, the western regions of Ukraine are not included in this list. They are eligible for subsidized housing only until August 20. 

When registering, you must provide documents to confirm your place of residence in Ukraine: an identity card, passport, certificate of residence registration, etc.
