Starting from August 1, 2024, Ukrainians covered by the Temporary Protection Directive will be able to apply for a driver's license in the Netherlands. The relevant update has been published on the official website of the Dutch Central Driver's License Office (CBR). Read more about the changes below.

Getting a driving license in the Netherlands: details


Previously, Ukrainians could only apply and pass exams to obtain a driving license in the Netherlands, but this did not make much sense, as Dutch municipalities did not issue driving licenses to refugees. In fact, it was impossible for Ukrainian citizens with temporary protection to obtain a license.

However, as of August 1, 2024, these rules will change. According to the new rules, Ukrainians who have successfully passed the theoretical and practical exams in the Netherlands will be able to obtain a driver's license in the municipality.

At the same time, the CBR emphasizes that Ukrainian citizens with temporary protection who already have a Ukrainian driver's license do not need a Dutch driver's license to drive in the Netherlands and can continue to use their Ukrainian one. At the same time, expired Ukrainian driving licenses (including temporary licenses issued to beginners for two years) also remain valid in the EU.

This means that Ukrainians who have not previously held a license and have not driven a car can now obtain a driver's license.

How to get a driving license in the Netherlands: step-by-step instructions


Obtaining a driving license in the Netherlands is a process that includes training, passing theoretical and practical exams, and filling out documents at the municipality. The main stages of this process are as follows:


1. Practical driving lessons

The first step on the way to obtaining a driver's license is to take practical driving lessons. During these lessons, you will learn basic driving skills: from shifting gears to parking. 


2. The theory test

After you start your practical lessons, you will take a theory test. This test checks your knowledge of road signs, traffic rules and your ability to assess dangerous situations on the road. Successful completion of the theory test is a prerequisite for further participation in the practical test.


3. The practical test

When your driving instructor is satisfied with your skills and you have passed the theory test, you can take the practical test. This exam is conducted by the Central Bureau of Driving Licenses (CBR). During the test, you have to demonstrate your ability to drive safely in different road situations. You will know the result immediately after the exam.


To take practical classes, you need to choose a driving school. Driving schools offer various packages that may include both driving lessons and preparation for the theory and practical exams. The choice of a driving school and service package depends on your needs and budget.


Cost of training and exams


The cost of obtaining a driver's license can vary significantly depending on the number of lessons you need and how quickly you can pass the exams. On average, you need about 40 driving lessons to prepare for the practical test.


Average costs:


• The theory test: approximately 50 euros.

• Driving lessons: approximately 40-50 euros per lesson.

• Practical test: approximately 250 euros.


4. Applying for a driving license

After successfully passing the practical test, you will receive a result form from the CBR. This form must be submitted to the municipality where you are registered together with the following documents:


- A valid ID (passport or ID card).

- A new passport photo that meets the official requirements.

- The practical test result form.


After applying for a driver's license, you need to wait approximately 5 business days. The cost of a driver's license depends on the municipality, but on average it is about 50 euros.


Obtaining a driver's license in the Netherlands may seem like a complicated process, but by following these steps, you will be able to successfully complete all the stages and become a confident driver.


Remember! To drive a car with Ukrainian registration in the Netherlands, drivers are required to have a valid Green Card insurance policy.
