The Cabinet of Ministers has amended the rules for crossing the state border of conscripts of Ukraine. According to Resolution № 615 of May 20, 2022, during the martial law in Ukraine, three additional categories of conscripts are allowed to go abroad:


Drivers

According to the document, during martial law, drivers carrying medical cargo, humanitarian aid by motor vehicles for the needs of the Armed Forces, other military formations, as well as the population of Ukraine are allowed to cross the border if there are appropriate decisions to leave Ukraine and information about the person in the relevant information system, the administrator of which is Ukrtransbezpeka.

The decision to leave Ukraine for drivers is made by the Ministry of Infrastructure or military administrations, if there is a justification for the volume of goods and the number of vehicles required for their transportation, in the letters of any of the following bodies, enterprises, organizations, institutions:

- military, law enforcement agencies;

- military administrations;

- medical institutions;

- senders or recipients of humanitarian aid.

In addition, drivers of companies with transport licenses are allowed to pass. In this case, crossing the state border is possible only on a vehicle with a gross vehicle weight of 3,500 kilograms or more. Ukrtransbezpeka checks the information on the vehicle on the basis of data contained in the Unified State Register of Vehicles, and enters the relevant data into the Unified complex of information systems of Ukrtransbezpeka.


Railwaymen

It is also allowed to leave the employees of railway transport enterprises, which ensure the functioning and uninterrupted operation of the railway.

The decision to leave Ukraine for employees of railway transport enterprises is made:

- for employees of JSC "Ukrainian Railways" and railway transport enterprises belonging to the Ministry of Infrastructure;

- for employees of enterprises for which freight railway transport is not the main activity - regional, Kyiv city military administrations at the location of such enterprises.


Athletes and coaches

During martial law, athletes who are included in the national teams of Ukraine in Olympic, non-Olympic sports and sports for persons with disabilities are allowed to go abroad; coaches of national teams, sports judges and other specialists who provide, in particular, organizational, scientific and methodological, medical support, anti-doping control, etc. training of athletes who are included in the national teams of Ukraine.

Confirmatory documents are the decision of the Ministry of Youth and Sports to include in the participants of the sporting event.


Terms of stay abroad

Drivers can stay abroad for no more than 30 calendar days. Drivers of companies with transport licenses can stay abroad for up to 45 calendar days, but this is only possible on a vehicle with a gross vehicle weight of 3,500 kilograms or more.

Railwaymen may be released abroad for a period not exceeding 6 months.

Members of the national teams of Ukraine may be abroad continuously for no more than 30 days.
