The procedure for obtaining a driver's licence for IDPs in Ukraine in 2024 does not differ from the procedure for other citizens. That is, you have to go through the same training at a driving school, pass theoretical and practical exams at the Service Centre of the Ministry of Internal Affairs.

However, IDPs often have problems with registration. How to get a driver's licence without a place of registration is described below.

How to get a driving licence without a residence permit?


According to the Cabinet of Ministers' Resolution No. 454, internally displaced persons of Ukraine have the right to obtain a driver's licence even if they do not have a residence permit or their registered place of residence is in the temporarily occupied territory.

In this case, IDPs can pass the exams and obtain a licence without a document confirming their residence. However, the following information must be provided:

● a certificate of IDP registration;

● information about the person's actual place of residence.

Representatives of the Ministry of Integration of Ukraine note that the documents do not have to be submitted in paper form, as a digital certificate can be submitted in the state application ‘Diia’ if necessary.
