The Swedish government is actively working to restructure the country's migration policy. And according to regeringen.se, the draft budget for 2025-2026 proposes large-scale reforms, in particular, it is proposed to increase support for the voluntary return of refugees to their countries. For example, for Ukrainians, this could mean paying up to 350,000 SEK (approximately $34,000) for voluntary return home.

It is noted that the current assistance of €882 was used by only one person in 2023, which indicates the need to change the incentives for voluntary return.

Main details of migration reform in Sweden


The Swedish government, headed by Migration Minister Johan Forsell, has announced significant reforms in migration policy. The proposal is aimed at improving the processes of accepting and returning refugees, including Ukrainians who have failed to integrate into Swedish society.

The key measures include strengthening inspections to combat fraud and abuse, expanding internal checks, and intensifying cooperation with the police to better control migration flows.

In general terms, the reform is aimed at reducing the flow of new migrants, reducing the burden on the budget and regaining control over migration processes. In addition to financial support, the Swedish government plans to increase the number of deportation places to 1000, which will facilitate the return of those who have not been granted asylum.

In addition, Sweden is also negotiating with the European Union to fund new initiatives. Migrants who decide to voluntarily return home will be able to access European reintegration support programs to help them rebuild their lives after returning.

Conditions for receiving assistance for returning home


In the budget proposal, the government proposes to allocate more than SEK 500 million for the entire expenditure area 8 “Migration” in 2025. And in 2026, according to government estimates, the additional amount will be SEK 1.4 billion.

Therefore, it is expected that starting in 2026, migrants who voluntarily leave the country will be able to receive about $34,000 in return assistance. According to the Swedish Minister for Migration, the increased payments will be intended for those migrants who are disappointed with life in Sweden, face social isolation, or wish to return home in old age. According to preliminary estimates, about 4,000 people will be able to receive the maximum amount of the payment.

In addition to financial support, information campaigns are planned to help Ukrainian refugees better understand the terms of the program, how to apply for financial assistance and opportunities for reintegration in their homeland.

Ludwig Aspling, a representative of the Social Democratic Party, believes that the program's potential is high, as 400-500 thousand foreigners have difficulties with employment and integration.
