Ukraine's victory plan: what it is about and how it should help end the war

Ukraine is looking for ways to end the war unleashed by russia. One of the mechanisms for ending the russian invasion is Ukraine's ‘victory plan’, which President Zelenskyy intends to present to the United States. Find out what this plan consists of and what points it contains

President of Ukraine Volodymyr Zelenskyy has begun a visit to the United States, where he intends to present a ‘victory plan’ to establish a just peace in the war between Ukraine and russia. 


We are starting our visit to the United States, now we are flying to Pennsylvania. Then New York, Washington. It is this autumn that will decide what will happen next in this war. Together with our partners, we can strengthen our positions as necessary for our victory, our common victory, for a truly just peace. Ukraine will present the Victory Plan in the United States. The President of the United States will be the first to see it in full,’ Zelenskyy said.


Also, according to the President, the plan will be presented to US presidential candidates and leaders of other countries that are partners of Ukraine.


What does Ukraine's victory plan say?


According to The Times, Zelenskyy's ‘victory plan’ consists of four main points:


The first point is a request for security guarantees from the West, similar to the mutual defence pact enjoyed by NATO member states.


The second point refers to Ukraine's continuation of the operation in the Kursk region. According to the Ukrainian side, it should strengthen Kyiv's position in the negotiations. 


The third point of the plan contains a request for ‘specific’ modern weapons. Ukraine's international partners should not only continue but also increase military, financial and humanitarian assistance. The main emphasis is placed on the supply of modern weapons, such as tanks and aircraft, which will allow Ukraine to maintain its defence and resist the aggressor.


The fourth point of the plan is economic support, which includes rebuilding Ukraine's destroyed infrastructure and economy after the war. Rebuilding cities, industry and improving the lives of Ukrainians will be the main tasks in the post-war period. 


The Times writes that during his visit to the United States, Zelenskyy will demand security guarantees to prevent Ukraine from being forced into a disadvantageous peace deal that Republican Donald Trump may propose if he wins the presidential election in November.


Ukraine's president also wants to ‘reaffirm’ American support after Trump and his running mate J.D. Vance said the war could be ended by offering territorial concessions to russia.

How is this plan supposed to help end the war?


Earlier, President Zelenskyy said in an interview with NBC News that the victory plan envisages maximising Ukraine's defence capabilities and creating conditions for ending the war with russia. He noted that this plan is designed to be implemented with the support of international partners, rather than depending on the will of russia.


The plan has military, political, diplomatic and economic components. And one additional component that will be used after the end of hostilities. For each step, there is a clear list of items that are needed, what will work to strengthen it, and ‘there is no impossible thing there,’ as Zelenskyy says.


It should be noted that Ukraine is presenting its plan in parallel with preparations for the second peace summit. These processes are likely to interact to put pressure on the russian side.
