New EU entry system: who among Ukrainians will not have to pay to visit the EU?

In the spring of 2025, the European Union will launch the ETIAS system, which regulates short-term entry into the Union for citizens of visa-free countries, including Ukraine. Such tourists will have to pay €7 for registration in the system. However, as it turned out, some Ukrainians will be exempt from registration and payment.


Which Ukrainians will not have to register with ETIAS?


According to the EU Delegation to Ukraine, beneficiaries of the temporary asylum programme and refugees will not be required to register in the ETIAS system.


This is the status in which most Ukrainian citizens currently reside in the EU.


The mission noted that ETIAS is a mechanism for identifying potential security risks of visa-free travellers before they reach the EU borders.


‘We need to know who is crossing our borders. ETIAS will help us do this by identifying any security or illegal migration risks that visa-free visitors may pose before they reach EU borders,’ the statement said. 


The ETIAS authorisation will cost €7, and it will be a one-time payment that will be valid for 3 years and for multiple entries.     


‘In comparison, the US ESTA entry permit costs $14 (about €11) and is valid for 2 years; while the Australian ETA costs $20 (about €12) and is valid for only 1 year,’ the EU Delegation to Ukraine added.

What is the ETIAS system and why is it needed?


ETIAS (European Travel Information and Authorisation System) is an electronic entry permit system introduced by the European Union for citizens of visa-free countries planning short-term trips to the Schengen area.


ETIAS is designed to strengthen EU security and simplify border crossing procedures for travellers. It will be mandatory for all citizens of countries exempted from visa requirements for entry to the Schengen area, including Ukrainian citizens who can visit the EU without a visa for up to 90 days.


This list does not include citizens applying for temporary protection status.


The ETIAS system will be simple:


- Travellers will apply for the permit online. The application form will take about 10 minutes to complete.

- The form requires personal data, passport details, information about previous trips and some security questions.

- After submitting the application, the system will automatically check the applicant's data against various security databases (e.g. Interpol and Europol).

- If the application is approved, the traveller will receive an entry permit valid for up to three years or until the passport expires. Usually, the result will be known within a few minutes, although in rare cases, the check can take up to 30 days.
