Starting from 1 November 2024, Poland will tighten control over international carriers at its borders. Now not everyone will be able to enter the country. Here's what will change for truck drivers.


New rules for entering Poland for carriers


According to the Volyn Customs, from 1 November, only those carriers registered in the SENT system will be able to cross the border with Poland.


It should be noted that the innovation also applies to Ukrainian drivers.


‘On 9 October, the Senate of Poland approved amendments to the draft law on delegation of drivers in road transport. These amendments introduce mandatory registration in the SENT digital system for carriers from third countries, and therefore for Ukrainian carriers as well,’ the statement said.


Which carriers must register in the SENT system


Starting from 1 November, the need to register in the digital system applies to transportations


- under one-time permits;

- under ECMT permits;

- transportations without permits (for example, under the Agreement on the Liberalisation of Freight Transport).


‘In fact, this applies to all types of transportation that a foreign carrier can perform. This requirement applies to both bilateral transport, such as Ukraine-Poland, and transit transport, when the carrier is travelling through Poland to another country. This means that each transport must be entered into the SENT system,’ the customs office said.

What information should be provided during registration?


- information about the foreign person carrying out the carriage;

- details of the sender;

- details of the consignee;

- place and date of commencement of carriage in Poland;

- place and date of completion of the carriage in Poland;

- country of loading;

- country of unloading;

- information on whether the carriage is carried out with or without cargo;

- number of the transport document for the goods;

- the number of the permit;

- country of registration and registration number of the vehicle used for the carriage;

- SENT device number.


After the carrier has registered in the system, it will be assigned a ‘control number’. If the number is not received, the driver is obliged to refrain from transport.


According to the Ministry of Infrastructure of Poland, a procedure is being developed for a foreign carrier carrying out transport to or through Poland. It is expected that this procedure will be communicated to all interested parties in the near future.


We would also like to remind you that drivers entering the EU must have a valid international insurance policy (Green Card) and must apply for it in advance. The most convenient way to get a Green Card is to buy it online, which you can do on the Visit Ukraine portal.
