The Ministry of Defence of Ukraine is introducing a new digital service that will allow persons liable for military service to receive a deferment from mobilisation online through the Reserve+ application. Recently, it became known that the Ministry of Defence of Ukraine is introducing an update to the procedure for obtaining a deferment from mobilisation. From now on, citizens liable for military service will be able to apply for a deferment through the Reserve+ application, which will significantly simplify and speed up the entire process.
Who can use the service and when it will become available to citizens is described below.
How to get a deferment through Reserve+?
According to Kateryna Chernogorenko, Deputy Minister of Defence of Ukraine for Digitalisation, the procedure will be as simple as possible. Users will only need to log in to the app and send a request. The system will automatically verify the information provided through state registers, and if the status is confirmed, the electronic deferment will be instantly reflected in the electronic military record document.
The new service is designed to eliminate the need for personal visits to government offices to apply for a deferment. This will allow citizens to avoid waiting in queues. In addition, the electronic format will ensure transparency of the process and minimise the risk of errors in the paperwork.

When will the deferred payment through Reserve+ be launched?
The launch of the electronic deferral system is scheduled for November 2024. The implementation will be carried out in stages, with a gradual expansion of the range of people who will be able to use the service. At the first stage, electronic deferment will be available for three categories of citizens: people with disabilities, students and postgraduates. In the future, it is planned to provide access to parents with many children.
The Ministry of Defence reports that the development of the electronic deferment service has been completed. The system is currently undergoing active testing to ensure its smooth operation.
On 4 November, testing of the new online system for obtaining deferred taxation started. The system will first be tested by those who have previously applied for testing. All the necessary instructions will be sent by email - first to students and postgraduates, then to people with disabilities and large families.
Important! A new deferral can only be issued when the previous one expires - it is impossible to have two deferrals at the same time.
For all other users, the system will start working in a few days. You should check your email, as you will not receive notifications on your phone.
