Starting in January 2025, a new rule will be implemented in most federal states of Austria: refugees who own cars will not be able to receive basic benefits (Grundversorgung).


This initiative has caused a wide response in society, attracting both support and criticism from various organizations.


What do the new restrictions in Austria mean for Ukrainians?


The country's regional authorities explain that maintaining a car requires significant financial costs, including insurance, fuel, and maintenance. According to officials, car owners have enough money to support themselves, so they do not need basic assistance.


Vienna, the capital of Austria, decided not to introduce new rules, but most other federal states supported this initiative.

Position of human rights defenders


Human rights organizations and experts opposed the innovation, calling it discriminatory.


Andreas Achreiner, a representative of the federal refugee agency BBU, said that such rules could have “signs of harassment”.


He emphasized that many refugees use cars as a means of finding work or caring for children, and depriving them of basic necessities could create additional difficulties.


How will this affect Ukrainians?


There are currently about 37,000 Ukrainian refugees in Austria who receive basic support. However, a significant number of them are already working and do not apply for state assistance.


Nevertheless, the new rules may have a particularly negative impact on the most vulnerable groups who have not yet adapted to the country or have limited employment opportunities.


Critics warn that such restrictions could worsen refugees' living conditions, reduce access to resources, and complicate their integration.
