Tourism in times of war: which regions of Ukraine are showing growth

Despite the challenges of war, Ukraine's tourism industry is showing resilience and recovery. In the first three quarters of 2024, tourist arrivals grew by 21% year-on-year. Despite the difficult wartime conditions, Ukraine's tourism industry is showing signs of steady recovery.


According to a report by the State Agency for Tourism Development (STD), in the first three quarters of 2024, communities received almost UAH 173 million in tourist tax revenues. This is a 21% increase compared to the same period in 2023, when revenues amounted to just over UAH 143 million. However, the figure is still 30% less than the level of pre-war 2021, when tourism brought in UAH 244 million to the budget.


Growth in the regions despite the challenges of war


As noted by DART Chairman Mariana Oleskiv in her Facebook post, growth in tourist tax was recorded in almost all regions of Ukraine, even with a significant drop in the regions most affected by the war - Kherson, Kharkiv, Donetsk, and Luhansk. In particular:


Northern regions: +56% compared to 2023.

Southern regions: +41%.

Western regions: +17%.

Central regions: +10%.


These figures demonstrate the resilience of the industry even in difficult conditions, Oleskiv noted: “Ukraine's tourism industry demonstrates resilience, provides jobs for Ukrainians and fills community budgets.”


Leaders in terms of revenues


Kyiv: the capital remains ahead


The Kyiv budget received UAH 34.4 million in tourist tax, which is 62% more than in 2023 (UAH 21.2 million). However, this is still half as much as in 2021, when the capital received almost UAH 68 million.

Kyiv region received UAH 10.7 million, which is 50% more than in 2023 (UAH 7 million), but 30% less than in 2021 (UAH 15.3 million).

Dnipropetrovska oblast


The region's budget revenues amounted to UAH 10.8 million, which is almost equal to the figure for 2021 (UAH 10.7 million) and 18% more than in 2023 (UAH 9.2 million).


Western regions as an engine of growth


Some regions have even exceeded pre-war figures. Thus, Lviv region received UAH 33 million, which is 42% more than in 2021 (UAH 24 million). In Ivano-Frankivsk region, revenues increased by 120% to UAH 22.7 million compared to UAH 10.3 million in 2021.


Zakarpattia region received almost UAH 16 million, which is slightly more than last year (UAH 14.9 million) and a third higher than in 2021 (UAH 11.7 million).


Despite the challenges, tourism remains an important source of local budget revenues and job creation. Steady growth in most regions demonstrates the industry's potential even in times of war, which is an important signal for the country's further recovery.
