New rules for road traffic accident settlement in Ukraine: what will change from 2025?

From 2025, the procedure for settling road traffic accidents in Ukraine will become simpler and more transparent. The new rules are aimed at helping car owners avoid long waits and complicated interactions with insurance companies.

Rules for road traffic accident settlement now

Currently, the rules for settling road accidents in Ukraine are as follows: For example, two cars collided in an accident, which resulted in damage to the door and side mirror of one of them.

Both parties to the accident have MTPL policies. They decide to draw up a Europrotocol to avoid calling the police (the maximum amount of compensation under the Europrotocol is UAH 80,000, which is quite enough for repairs).

The driver of the damaged car turns to the culprit's insurance company. The insurer assesses the damage, taking into account the wear and tear of the car, which is already 7 years old.

The cost of a new door is UAH 12,000, and the cost of a mirror is UAH 4,000. Taking into account wear and tear (40%), the insurance company pays UAH 9,600. At the same time, the victim is forced to cover the missing UAH 6,400 out of his own pocket and organise the repairs himself. Interaction with service centres can take several weeks.

Scenario of road traffic accident settlement in 2025

The situation is the same as described above. The rear door and side mirror are damaged, and the affected car is 7 years old.

Both parties to the accident have new MTPL policies issued after 1 January 2025. The drivers draw up a Europrotocol.

The injured person contacts his insurance company through the direct settlement system introduced. The company arranges for repairs at a certified service station, where the rear door is replaced for UAH 12,000 and a new mirror is installed for UAH 4,000. Repairs are carried out without taking into account wear and tear.

The insurance company takes full responsibility for the repair. The victim does not interact with the culprit's insurer, and his or her car is returned to perfect condition in the shortest possible time.

Thus, in 2025, the depreciation rule will not be taken into account when calculating compensation. The introduction of direct settlement makes the process convenient. The victim's insurer takes care of all interaction with the insurance company, and repairs are carried out at the expense of the insurance company at no additional cost.

What happens if drivers have different types of policies?

If one driver has a new policy and the other has an old one, the settlement procedure will depend on the specifics of each party's policy. In such cases, insurance companies will work according to special transitional scenarios to minimise inconvenience for customers.

How to take out an MTPL policy

An MTPL policy is mandatory for all vehicles registered in Ukraine. It takes only a few minutes to apply for this insurance on the Visit Ukraine portal.

We remind you! An MTPL insurance policy may not cover all the costs of car repairs after an accident, especially if your car is ‘old’ and subject to depreciation. We told you how to calculate the amount of damage in the event of an accident.
