Elimination of MSEC, increase in prices for Ukrposhta services and other changes that Ukrainians will face from 1 January
From 1 January, the MSEC will cease to operate and expert commissions will start, and Ukrposhta and Ukrtelecom tariffs will increase. Find out about all the changes that await Ukrainians in the first days of 2025 on the Visit Ukraine portal
January of the new year is traditionally rich in reforms. Among the main issues of concern to Ukrainians are:
- tax increases for individual entrepreneurs;
- changes to the Green Card and motor third party liability insurance policies;
- increase in social benefits for vulnerable groups of the population;
- liquidation of the MSEC;
- automatic granting of combatant status;
- subsidies for rent for IDPs;
- increase in tariffs for Ukrposhta and Ukrtelecom.

How will taxes change from 1 January 2025?
From now on, taxes for individual entrepreneurs will be increased. The law was supposed to come into force in autumn 2024, but the government postponed the issue.
From 1 January next year, the taxes will be as follows:
- military duty for group III sole proprietors and group III legal entities will be 1% of income (based on the results of the first quarter);
- the military tax for individual entrepreneurs of groups I, II and IV will be 10% of the minimum wage (UAH 800).
Just to remind you. Sole proprietors of groups I, II and IV pay taxes on a monthly basis, and sole proprietors of group III - on a quarterly basis.
In addition, starting from January 2025, the unified social contribution (USC) will be resumed at 22% of the minimum wage (UAH 1,760).
Tax agents are also subject to changes: starting from 1 January 2025, monthly reporting on unified social tax, personal income tax and military duty will be mandatory.
Changes to the Green Card procedure in January 2025
1. From now on, the electronic version of the Green Card will be accepted by all countries. Previously, the MTIBU recommended that you also have a paper version.
2. Prices for the Green Card will no longer be unified. From now on, insurers will determine the price themselves, depending on market needs and marketing campaigns.
3. The insurance will become effective the day after it is entered into the register. Therefore, drivers should take care of purchasing the Green Card at least one day before crossing the border.
Changes to insurance in 2025
1. Increase in the price of motor third party liability insurance:
- for damage to life and health - from UAH 320,000 to UAH 500,000;
- for property damage - from UAH 160,000 to UAH 250,000.
2. Gradual increase in the maximum sum insured to compensate victims of road accidents.
3. Introduction of direct regulation of losses - a road traffic accident victim will apply to his or her own insurer, not the insurer of the culprit.
4. Changes in the calculation of the cost of repairs: for cars that are less than 5 years old, the calculation will be made without taking into account the wear and tear of parts.
5. Insurance will become more transparent - the deductible in MTPL contracts will be cancelled.
6. A 50% discount on motor third party liability insurance policies has been introduced for certain categories of citizens.

Increase in social benefits
Most social benefits are tied to the subsistence level. As it remains unchanged in 2025, the payments will also remain static. Changes are currently expected in the area of assistance to low-income families:
- for able-bodied persons: 60% instead of 55%;
- for people with disabilities and people who have lost their ability to work: 100%;
- for children: 145% instead of 140% of the respective subsistence minimum.
The amounts of alimony and social scholarships (linked to the subsistence minimum) remained unchanged.
Elimination of the MSEC
In December 2024, the Verkhovna Rada decided that starting from 1 January 2025, the activities of the MSEC would be terminated, and specially created expert commissions would start operating in cluster and supercluster hospitals instead. The Ministry of Health informs that the following changes are expected from 1 January:
1. The granting of disability status will be based on how the injury affects a person's daily life.
2. Simplification of the procedure for obtaining a doctor's consultation - the medical advisory commission and, in some cases, the 120-day sick leave period have been eliminated.
3. Establishment of objective criteria for referral for assessment.
4. Creation of teams of powerful practitioners with high potential.
5. Fixing the assessment process in the electronic system and, accordingly, reducing the level of corruption risks.
6. Work on opening an Assessment Centre for appealing decisions, which will bring together leading doctors from different regions of the country.
Automatic granting of combatant status
From 1 January, combatant status will be granted automatically. This means that the military will not have to spend time submitting paperwork and getting approvals.
After the application is approved, an e-certificate will be generated in Diia and displayed electronically upon request.
Subsidies for IDPs
In January 2025, two new types of subsidies will be introduced for IDPs - for rent and for utility bills.
From mid-January, the authorities will start granting rental subsidies to IDPs. You can apply if you have 30% of your total income deducted from the budget for renting a house. The amount of the subsidy will depend on the following factors:
- family income;
- number of family members;
- the cost of renting a home.
The subsidy will be available to those who rent accommodation in Chernihiv, Sumy, Kharkiv, Zaporizhzhia, Mykolaiv, Dnipro, Kherson, Luhansk and Donetsk regions.
Changes to Ukrtelecom and Ukrposhta tariffs
Starting 1 January 2025, Ukrtelecom will increase prices for its service packages:
- Simple from UAH 195 to UAH 255 per month;
- Simple Minimum from UAH 195 to UAH 249 per month;
- Home Basic from UAH 255 to UAH 325 per month;
- Home Unlimited from UAH 255 to UAH 329 per month;
- Wired radio from UAH 145 to UAH 189 per month.
Ukrposhta has also made adjustments to the tariff: the cost of a parcel will depend on the volume (8 types depending on the volume of the box), not on the weight, as it was before.
