For millions of Ukrainian families, divided by war and borders, the issue of international transfers has long become commonplace. Someone supports children studying in Poland or Germany. Someone sends money to their wife in the Czech Republic every month for rent. Someone simply wants to help parents who left in the first days of the full-scale invasion. But since February 2022, the NBU has significantly restricted currency transactions - and in 2026 these rules have not gone anywhere. The good news: despite all the restrictions, there are more legal instruments than it seems.

What international transfers are prohibited?


Before looking for ways, it is worth clearly understanding what a hard limit is. The Ukrainian financial system has completely blocked the possibility of any transfers to the aggressor country and its allies - Russia, Belarus, Iran, Iraq, Cuba, Syria and North Korea are under a complete ban. Any attempt to transfer in these directions is automatically blocked by the bank.

SWIFT payment restrictions in Ukraine


SWIFT transfers for individuals are limited. NBU Resolution No. 18 of February 24, 2022 prohibits ordinary international bank transfers, and this norm remains in force in 2026.


There is an exception, but it is narrow - SWIFT is allowed only for clearly prescribed purposes:


1. Payment for treatment in foreign clinics.

2. Studying abroad.

3. Alimony.

4. Burial or transportation expenses.


For each such transfer, the bank requires a package of documents: an agreement with the clinic, an invoice from the university, confirmation of family ties, etc. The process takes 1-2 days for verification, but gives a completely legal result.


How to transfer money from Ukraine abroad in 2026?


P2P transfer from a currency card of a Ukrainian bank to a foreign one is what the absolute majority of people use. Fast, of course, without documents.


The limit is set at up to 100,000 hryvnias per month in equivalent - this is approximately $2,300 or €2,000 at the current exchange rate. Some banks set their own threshold of 150,000 hryvnias, so before sending, it is worth checking the conditions of yours.


There are several important nuances of P2P transfers that are often forgotten:


- First, the transfer is possible only from a currency card - dollar or euro. Money will not go abroad from a hryvnia card.

- Secondly, the recipient's bank may reject the transaction - it is better to clarify in advance.

- Thirdly, if the recipient is abroad, but has a hryvnia card of a Ukrainian bank - the usual domestic limits apply, not international ones.


The commission in PrivatBank and monobank is 2% of the amount, minimum 50 UAH. The operation is completed in a matter of minutes.


There is also a life hack for those who regularly need to send larger amounts: the limit of 100,000 UAH is tied to a specific account in a specific bank. Having cards in two different banks, you can theoretically send twice as much. But it is worth remembering: if you systematically "split" the amounts, banks may launch financial monitoring - it is better not to bring it to this.

Cash across the border: fewer restrictions


This option is simple and does not require any banking transactions. The rules are as follows: up to €10,000 in equivalent can be exported without any declaration and without documents on the origin of the funds. Just take it and go.


If the amount is larger, you must go through the "red corridor" at customs and declare the cash. The package of documents includes a bank statement on cash withdrawal or a receipt from an exchange office. Financial monitoring at the borders in 2026 has become even more meticulous, so you should prepare more seriously for a trip with a large sum.


For most family needs, €10,000 is more than enough. For those who are leaving permanently or want to transport significant capital, preparing documents is mandatory.

Fintech services attract attention with their favorable rates - and indeed, the difference between the "bank" and "real" conversion rate per year can be 5-7% of the total amount of transfers. But here it is important to understand the real state of affairs in 2026.


As of 2026, Wise Mastercard cards are not available for ordering with a Ukrainian address, the multicurrency account for Ukrainian residents is blocked, and sending transfers in hryvnia from Ukraine is impossible. However, the service remains available for receiving transfers from abroad to cards of Ukrainian banks.


That is, Wise in 2026 is a tool for those who receive money to Ukraine, and not send it from here. If your relatives abroad want to send you money - Wise will work great. If you need to send money from Ukraine - you will have to look for another channel.


TransferGo remains relevant for transfers within Europe, especially if both parties are registered with the service.


The commission is from zero to 1% depending on the direction and amount.

Western Union and MoneyGram


You can send from Ukraine to some countries, but not all - each direction is checked separately, and a refusal may be received without explanation.


The main advantage: the recipient does not need a bank card - you can pick up cash at the nearest branch. For elderly relatives or people without a bank account, this may be the only convenient option.


The commission is 3-5% of the amount, which is higher than P2P, but for one-time transfers it is quite acceptable.


Cryptocurrency


Technically, the most flexible tool. The USDT stablecoin on the TRC20 network is transferred anywhere in the world in 1–5 minutes, the network fee is about $0.10. The recipient can exchange USDT for cash through a local crypto exchanger.


Legal status in Ukraine: The NBU has not imposed a direct ban on USDT for individuals, but legislation on the regulation of cryptocurrencies has not yet been adopted. This is a "gray" area - not prohibited, but not fully regulated. For small amounts up to $5,000, there are practically no questions. For larger transactions, it is worth consulting a lawyer: when exchanging large amounts for cash, the exchanger may request documents about the source of funds.


How much can you really transfer from Ukraine abroad in a month?


If you approach the issue with reasonable planning, the legal monthly maximum for an individual looks like this:


- P2P from two banks – up to ~200,000 UAH ($4,500)

- In cash when crossing the border – up to €10,000

- Via cryptocurrency – practically without any limit on the amount (in a gray legal zone)


With proper organization, you can legally transfer several thousand dollars a month – without any violations.

Security and common mistakes


Scammers are actively using the topic of transfers during war. Never enter card details on third-party sites and do not follow suspicious links. Use only official bank applications.


Common mistakes to avoid:


- Trying to bypass limits through several cards of one bank – the system sees everything.

- Sending to blocked countries - the operation will not go through, but a delay and blocking of the account are possible.

- Ignoring the conversion fee - the difference between a hryvnia and a foreign currency card can significantly affect the final amount.

- Using "temporary" cards from strangers - a classic fraud scheme.


Regarding taxes: personal transfers between relatives are not taxed within standard limits. SWIFT transfers for large amounts may interest the tax authorities - so keep all supporting documents.


When you transfer money to relatives abroad or plan to travel to Europe yourself, you usually think about the exchange rate, commission and NBU limits. But there is another expense item that is often mentioned at the border - road tolls. In most EU countries, an e-vignette is used to pay for motorway tolls - an electronic digital permit tied to the car's license plate. Cameras at the entrance automatically read the registration number and check the database. If there is no permit, there is a fine, and it can be much higher than the cost of the vignette itself.


You can apply for an e-vignette online before your trip: select the country, validity period, enter your car details – and everything is ready in a few minutes. No queues, no searching for a cash register at a gas station in a foreign country. Check your route and apply for an e-vignette in advance on the Visit Ukraine portal – so that your only concern on the road is the exchange rate, not fines at the border.




Reminder! European countries differ significantly in the level of tax burden on business: from 9% to 35%. Can I send money abroad if I don’t have a currency card?
It will not be possible to make a direct international P2P transaction from a hryvnia card - the NBU allows such transfers exclusively from foreign currency accounts. But there is a workaround: open a foreign currency account at your bank (PrivatBank, monobank, FUIB and most others open dollar or euro accounts without unnecessary requirements), top up it through an exchanger or conversion within the application - and only then make a transfer. Another option is Western Union or MoneyGram, where the recipient's card is not required at all.
