Israel remains one of the most popular destinations for Ukrainian tourists, businessmen and those visiting relatives. Since the beginning of 2025, the country has updated its entry rules for citizens of visa-free countries, including Ukraine, by introducing an electronic permit system.


This system is designed to simplify and streamline the entry process, but requires advance preparation of documents.


What documents are required for travelling, how much does it cost to obtain an entry permit, and what you should know about special cases of border crossing - read on.


Will Ukrainians need a visa to Israel in 2025?


The visa-free regime between Ukraine and Israel will continue to operate in 2025, allowing Ukrainians to stay in the country for up to 90 days within a 180-day period.


However, it is worth noting important changes in the entry procedure that came into force at the beginning of 2025. These changes affect not only Ukrainians but also citizens of other countries that have a visa-free regime with Israel, including citizens of the European Union and the United States.


New system of electronic permits for entry to Israel


The Israeli Population and Immigration Authority informs that since the beginning of 2025, Israel has introduced a mandatory system of electronic entry permits (ETA-IL) for citizens of all countries with visa-free regime. You can apply through the official portal.


It is important to do this no later than 72 hours before the planned trip, and the Israeli authorities strongly recommend that you apply before booking flights and hotels to avoid possible financial losses in case of refusal.


The procedure for obtaining a permit is quite simple and involves filling out an online form, followed by payment of an administrative fee of NIS 25 (approximately $7). Payment can be made online using a bank card. After submitting the application, the decision will be sent by email within 24-72 hours. In case of a negative decision, it can be appealed through the Embassy of Israel.


The permit is valid for two years from the date of issue or until the expiry of the passport, whichever comes first. During this period, you can make multiple trips without the need to re-apply for a permit.

Documents required to enter Israel


The Ministry of Foreign Affairs of Ukraine informs that when crossing the border, you must have a set of documents that convincingly confirm the purpose of the trip. For tourists, this means having a return ticket, hotel booking confirmation and sufficient funds for the period of stay. It is worth noting that the final decision on admission to the country is made by an Israeli Border Guard officer directly at the point of entry.


The main document for entry is a passport, the validity of which must exceed six months from the planned date of entry. Both biometric and regular passports are accepted. A valid health insurance policy covering the entire period of stay in the country is a mandatory requirement.


On the Visit Ukraine portal, you can take out medical insurance for travelling to Israel. The insurance policy includes coverage of medical expenses, including the cost of emergency hospitalisation and first aid. Given the high cost of medical services in Israel, it is recommended to choose insurance with sufficient coverage. Specifics of entry for different purposes of travel


There are additional requirements for people planning to visit Israel for a visit or for medical treatment. In particular, it is necessary to have a personalised invitation containing personal and contact details of the host party or medical institution.


Regardless of the purpose of the visit, all travellers must have proof of sufficient funds for the planned period of stay.


Special cases of border crossing


The Ministry of Foreign Affairs of Ukraine informs about special procedures for certain categories of citizens. If your passport expires during your stay in Israel, you can apply to the Consular Section of the Embassy of Ukraine for its extension. This service is available not only in Israel, but also at any consular office of Ukraine along the route of travel.


Particular attention should be paid to travelling with children. If the child does not have his or her own passport, it is necessary to visit a Ukrainian consular post in advance to add the child's data to the parents' passport or to obtain a separate travel document. This issue should be resolved before the trip to avoid problems when crossing the border.
