Ukrainians who have lost loved ones as a result of russian aggression can now apply for financial compensation for moral damages through the Diia portal. This step is part of the work of the international registry of damage created to account for losses caused by the war.


Who can apply?


Close relatives of the victims are eligible for compensation:


▪️ Parents (including stepparents or adoptive parents).

▪️ Partners in a legal marriage or civil partnership.

▪️ Children of the deceased (including adopted children and children of civil partners).


Applications are accepted for those who died not only in Ukraine after 24 February 2022, but also for those who died abroad if their death is related to Russian aggression.


The amount of compensation


The amount of compensation has not yet been determined. It is expected that the algorithms for calculating compensation will be approved in 2026, and the first decisions on payments will be made no earlier than 2027. The start of payments will depend on the replenishment of the special Compensation Fund.


What documents will be required?


When submitting an application, you must provide:


▪️ A description of the events leading to the death, including the date and place of the event.

▪️ Documents confirming the fact of death (for example, a death certificate).

▪️ Documents of criminal proceedings or other evidence related to the event.


The more information and documents you provide, the higher the likelihood of a successful application.

How to submit an application?


To submit an application, you must:


1. Go to the Diia portal using the appropriate link.

2. Fill out the form, providing all the requested information.

3. Upload the required documents.


It is important to note that submitting an application does not guarantee compensation. At this stage, applications are only registered in the international register of losses. The decision on payments will be made later.


Important details


Currently, applications are considered only in the category of non-pecuniary damage (physical and emotional suffering). In the future, it will be possible to apply for compensation for material losses, such as loss of income or support.


The registry checks each application for eligibility before entering it into the database.
