
The updated resolution of the Cabinet of Ministers reduces the list of goods, but expands the opportunities for charitable assistance. Find out how the list has changed after the government's decision
The Cabinet of Ministers of Ukraine has once again expanded the opportunities for charitable donations by updating the list of goods and services exempt from taxation. These changes, prepared by the Ministry of Social Policy with the active participation of volunteers, are aimed at strengthening support for civil society organisations in helping the Ukrainian Defence Forces, combatants and internally displaced persons.
What has changed in the list?
Previously, the list contained about 500 names, and now it has been reduced to 133 items. Despite the reduction in the total number, the list includes many new goods and services that are relevant to the current situation in the country.
At the same time, the updated list includes dozens of items necessary to protect and support Ukraine's defenders. Particular attention is paid to such items as:
- Unmanned systems,
- Electronic warfare (EW) and electronic intelligence (EW) equipment,
- Components for the above systems,
- Tactical medicine means.
The resolution also includes additional categories of services, in particular:
- Medical services,
- Education and research services.
These amendments enable combatants, military personnel, veterans and internally displaced persons to receive medical and educational assistance on favourable terms, funded by charitable donations.

Additional support measures
The list is not being updated in isolation from other initiatives aimed at providing wartime assistance. We would like to mention two significant innovations:
▪️ Automated Humanitarian Aid System (AHAS): Launched at the initiative of the Ministry of Social Policy in December 2023, this system has already recorded more than 150,000 shipments, providing prompt support to those in need.
▪️ Simplified procedure for registering volunteer vehicles: Since October 2024, the government, again at the initiative of the Ministry of Social Policy, has introduced a simplified procedure for registering vehicles imported by military personnel to support the Ukrainian Defence Forces.
