Which countries have eased their recommendations for entering Ukraine?

Three years have passed since the start of the full-scale invasion, and the situation in Ukraine has not stabilised, but it has become more understandable and predictable for both Ukrainians and foreign visitors. Partner countries are also easing recommendations for their citizens to visit Ukraine, which in 2025 has already become a positive trend. As of February 2025, there are no cities or territories in Ukraine that are completely safe. Despite the fact that the fighting is concentrated in the southern and eastern regions, Ukraine's large cities are often subject to rocket attacks, and smaller ones can be hit by falling drone debris. Nevertheless, the situation in the country is relatively predictable, with shelters and sirens in place and air raid alerts available on special apps. Ukraine's borders are open for entry and exit, so travelling is easy.

In 2025, partner countries have eased their travel recommendations for Ukraine slightly. At the same time, there are countries that have not changed the rules for their citizens.

Which countries have eased their recommendations?


USA


In November 2024, the US Department of State amended its travel advisory for Ukraine. In particular, it was stated that the level of security due to effective air defence had increased in 9 regions: Volyn, Lviv, Zakarpattia, Ivano-Frankivsk, Chernivtsi, Ternopil, Rivne, Khmelnytsky, and Zhytomyr.

United Kingdom


In June 2024, the United Kingdom again eased its travel recommendations for Ukraine:

- all but essential travel should be avoided;

- if necessary, you can travel to Lviv, Volyn, Rivne and Zhytomyr regions;

- Travelling to other regions should be avoided;

- travelling within a 50-kilometre zone from the border of Volyn, Rivne and Zhytomyr regions with Belarus is prohibited.

Which countries do not recommend their citizens to enter Ukraine?


In general, other governments do not recommend travelling to Ukraine at the moment due to the difficult security situation.


Canada


"Russia has been launching missile and drone strikes against Ukraine's civilian and state infrastructure. These include attacks on city centres and populated areas, including Kyiv. The ongoing Russian invasion poses a significant security risk, even if you are not near the front line,’ the Canadian government's official website said.


The Netherlands


"The security situation in Ukraine has deteriorated. There is a red travel warning for the whole country. If you are in Ukraine, please leave the country if it is safe to do so. If you cannot leave the country safely, find a safe place to stay,’ the Dutch government's official website said.

Safety and insurance while travelling: Top 6 most important rules

Why is it important to have health insurance covering war risks?


Standard medical insurance covers expenses incurred as a result of illness or accident, while insurance with war risks coverage provides medical coverage and additionally covers accidents that may occur as a result of active hostilities, passive war risks or terrorist acts.


Important! In accordance with Part 53 of Article 7 of the Law of Ukraine ‘On Insurance’, insurance covering war risks is mandatory for foreign journalists, reporters, correspondents, opinion leaders, and media representatives.


How to take out an insurance policy covering war risks?


To apply for a war risk insurance policy on the Visit Ukraine portal, you only need your international passport. To purchase insurance, you must follow these steps:

1. Prepare your passport;

2. Choose an insurance package (that meets your needs).

3. Choose the term of insurance

4. Enter your date of birth.

5. Fill in the form with the data about the insured person (full name, e-mail, contact phone number, passport details, citizenship and place of residence).

6. Sign the insurance contract (you will need to enter a special code that will be sent to the specified e-mail).

7. Pay for the insurance policy.
