According to the Law "On the Legal Regime of Martial Law" and the Law "On Mobilization Training and Mobilization", as well as the Law "On Military Obligation and Military Service", the heads of territorial recruitment centers under the conditions of the legal regime of martial law and mobilization give permission to leaving the territory of residence military conscripts - this was announced on the broadcast of the news marathon by the representative of the General Staff, Oleksandr Klys. According to him, this norm is not new and has been in effect since the beginning of the war. Rather, due to the emergency situation in the country, when people left homes, documents, etc., the military leadership of the country did not resort to strict control of the movement of men within the borders of Ukraine.

Therefore, at the moment, when the social situation has improved compared to the beginning of the war, the military leadership of the state should keep more accurate records of conscripts during the martial law in order to adjust plans and the necessary volume of conscription.

According to the representative of the General Staff, if a man plans to move within the boundaries of one oblast, the city of Kyiv and the Kyiv region, it is not necessary to take any certificates of permission to move. If a man moves outside the region, he must appear at the territorial recruitment center and obtain permission to move. The permit will be valid for 30 days. It is possible to receive permits in any number after every 30 days. Currently, men can receive such permits only physically at territorial recruiting centers, however, according to the spokesman of the Ministry of Defense Oleksandr Motuzyanik, over time, the military registration of men is planned to be transferred to the Diia application, if there are conditions for preserving confidential data of citizens.

Earlier, Commander-in-Chief Valery Zaluzhnyi reminded of the need to obtain such permits for conscripts. According to him, no instructions were given by the military command to prevent the movement of persons in the coming days.

UPD: The adviser to the Commander-in-Chief, Yevhenia Ryabekа, noted that the interpretation referred exclusively to the tracking of records of persons who intend to change their place of residence or place of registration.

The President of Ukraine Volodymyr Zelensky instructed the General Staff to report on plans to control the movement of conscripts and not to make such decisions without his knowledge.
