
The Ukrainian government is working to allow the issuance of passports to categories of men who need them without the requirement of military registration documents. Ukrainian men abroad who are facing the expiration of their documents will soon be able to obtain passports without the need for military registration documents. The government is actively working on changes to the relevant resolution that currently limits this possibility. Read more about the planned changes below.
Who can get a passport abroad now?
Deputy Prime Minister and Minister of National Unity of Ukraine Oleksiy Chernyshov reported significant progress in the issue of issuing passports to Ukrainians abroad. According to him, the process of obtaining previously issued documents has been unblocked.
“I am glad that we have managed to unblock all this. Today, out of 80,000 passports, most have already been issued, and the rest will be received by the end of the month,” Chernyshov told reporters in Kyiv on Wednesday.
Currently, passports for men aged 18-60 who are outside of Ukraine can only be obtained and issued if they have military registration documents. This creates significant problems for many Ukrainians.
Chernyshov gave a specific example: “He is in, say, the Czech Republic, he is a man, his passport expires, he comes to the State Enterprise “Document” and is told to provide military documents... And he finds himself in the status of a person with an expired passport in another country...”
Chernyshov emphasized that the current ban does not help men return to Ukraine: “What do we gain? We win nothing.” Accordingly, the government wants to make this process more flexible so that Ukrainians can return to Ukraine without additional obstacles due to the lack of military documents.

Who will be able to get a passport abroad without a military record?
The government is currently working on amending the relevant resolution, which currently restricts the issuance and registration of passports abroad for certain categories of men. These changes will simplify the procedure for obtaining a passport for those who are abroad but do not have military registration documents and are facing the expiration of their passports.
“We are now working together to ensure that they are given passports. I am in favor of liberalizing this block,” the Deputy Prime Minister emphasized.
Earlier, the Cabinet of Ministers of Ukraine settled the issue of issuing passports to Ukrainian citizens: men aged 18-60 who submitted documents to the State Enterprise “Document” by April 25, 2024, were able to receive the issued passports starting from February 17.
