Where Ukrainians are more likely to get into road accidents abroad: a list of leading countries

In 2024, the number of accidents involving Ukrainian drivers abroad increased by more than 5%. Find out in which countries Ukrainians were most often involved in an accident and what the total amount of payments to the victims was
In 2024, Ukrainian insurance companies paid more than EUR 50.5 million in insurance indemnity to victims of road accidents caused by Ukrainian drivers abroad under international Green Card insurance contracts. During this time, they settled 15,926 insurance claims - 5.32% more than in 2023. Such an increase in the number of claims indicates an increase in the intensity of cross-border travel, and thus an increased level of responsibility borne by drivers on European roads.
Countries leading in the number of accidents involving Ukrainian drivers
🚗 Poland: 35.1% of the total number of cases (5,503 cases), with €11.12 million paid out.
🚗 Germany: 20% (3,194 cases), EUR 15.26 million paid out.
🚗 Romania: 6.3% (1,017 cases), with €3.75 million paid out.
🚗 Czech Republic: 6.1% (977 cases), €3.01 million paid out.
🚗 Italy: 4% (648 cases), €3.01 million paid out.
The statistics clearly show that the most frequent road incidents outside Ukraine occur in the countries where Ukrainian travellers and labour migrants most often go. Given the high traffic volume and diverse road conditions, drivers' liability increases many times over.
Why do I need a Green Card and how does it work?
The Motor (Transport) Insurance Bureau of Ukraine (MTIBU) strongly recommends that all Ukrainian drivers planning to travel abroad by their own car take care of reliable insurance coverage and obtain a Green Card insurance certificate in advance. This type of insurance is valid in 48 member countries of the system and covers payments to victims of road accidents caused by the driver-insured.
Green Card insurance coverage is subject to the legal regulations of the country where the accident occurred. For example, in Poland, the compensation limits are set at EUR 5.21 million for damage to life and health and EUR 1.05 million for damage to property. In most countries, these limits reach millions of euros, and in some cases are not limited at all. Therefore, the financial risks for a driver without appropriate insurance can be enormous.

New rules and current requirements
Since 2025, important changes in the terms of insurance under international agreements have come into force:
▪️ The Green Card agreement must now be concluded in advance.
▪️ The electronic form of the policy is fully recognised and valid in all member states of the system.
The Green Card can only be issued by insurance companies that are full members of MTIBU. You can find them on the Visit Ukraine portal.
It should also be remembered that the Green Card is the only form of compulsory motor insurance that allows a Ukrainian driver to legally cross the border in a vehicle with Ukrainian registration. The use of other policies does not give the right to travel abroad.
To simplify the process of applying for a Green Card and ensure peace of mind when travelling, you can use the Visit Ukraine portal. On the portal:
1. All the necessary information about the procedure for obtaining a Green Card is available.
2. It contains an up-to-date list of insurance companies - members of the MTIBU - that have the right to issue this insurance policy.
3. The possibility of quick electronic issuance of the policy, which will be immediately valid in all member countries of the system, is provided.
We remind you! The Ukrainian national driving licence is recognised in many countries, but there are several dozen states that require an international standard document.
