The Main Service Centre of the Ministry of Internal Affairs of Ukraine regularly warns about a new wave of online fraud related to the alleged ‘quick’ issuance of driving licences. Pages appear on social networks and messengers that masquerade as government agencies or ‘official intermediaries’ and offer documents without training or exams.

Fake driving licences on the internet: how do scammers operate?
Fraudulent websites appeal to people's desire to save time and hassle. The promises sound attractive: a few days' wait, minimal formalities, no exams. But in reality, a driver's licence is a strictly accountable document that cannot be obtained remotely or ‘through acquaintances’. In the best case scenario, a person receives a plastic card with no legal force; in the worst case, they lose money and access to their personal data.

Driver's licence without exams: why is it always a scam?
Most often, scammers copy the names and visual style of government agencies, add coats of arms, photos of service centre interiors or logos that look like official ones. In their posts, they use loud phrases such as ‘officially’, ‘through the registry’, ‘we work with the Ministry of Internal Affairs’. To communicate, they suggest switching to private messages or third-party messengers, where the main stage of extorting funds begins.
The key argument that often persuades people is the assurance of ‘verified contacts’ in service centres. In reality, no document obtained in this way is reflected in official databases, the Driver's Cabinet or the ‘Dія’ application. All these stories are part of a scenario designed to create the illusion of legality.

Transferring documents online: what are the risks for drivers?
In addition to financial losses, there is another serious threat. Copies of passports, identification codes or photos with documents can be used in other criminal schemes, from taking out loans to hacking accounts. That is why law enforcement agencies advise never to transfer sensitive information to strangers on the internet, even if the page looks ‘official’.

The procedure is the same for everyone and there are no shortcuts. It involves learning the rules of the road (independently or at a driving school), passing a theory test, practical training and a final exam at a service centre. Only then is the licence issued to the owner in person. Any other options are a sign of fraud.
