The Ukrainian government is launching a new financial support mechanism for citizens who have been forced to relocate due to emergencies. The state will provide interest-free loans to help them settle in their new place of residence. The maximum loan amount can reach about 430,000 hryvnia per family.


The launch of the program was announced by Ukrainian Prime Minister Yulia Svyrydenko. According to her, the main goal of the initiative is to help people return to a stable life as quickly as possible after forced evacuation.


“The state's task is to help people return to normal life faster and ensure domestic stability for families,” said the head of government.


What are the terms of the new program?


The new support mechanism has several key features:


The loan will be a one-time loan with no interest charged to the borrower. The state will compensate banks for the interest.


The maximum loan amount will be up to 50 minimum wages per family. Currently, this is about 430,000 hryvnia. The specific amount will depend on the minimum wage set at the time of application.


Borrowers will be able to repay the funds over a long period of up to 15 years, which significantly reduces the financial burden on the family.


The money can only be spent on setting up a new home, namely on:

purchasing property;

household items;

necessary equipment for the home.

Who can take advantage of the program?


The program will apply to citizens who have changed their place of residence due to emergencies provided for by Ukrainian law. This includes not only military actions, but also other extraordinary events that forced the family to evacuate.


Thus, support will be available to a wide range of affected citizens.


How to get an interest-free loan?


The algorithm of actions is as follows:


1. One of the adult members of the family must apply to the local authority at the place of new residence after evacuation.

2. Submit an application and provide a certificate confirming the fact of the family's evacuation.

3. Wait for the documents to be reviewed and a decision to be made.

4. Once approved, receive the funds through an authorized bank.


Detailed explanations regarding the procedure for submitting documents and a complete list of required certificates are to be published by the Ministry of Internal Affairs in the near future.


Forced relocation often means the loss of property, familiar surroundings, and financial stability. The new mechanism will allow families to obtain resources to quickly restore their normal lives without additional credit burdens in the form of interest.


The program is intended to be one of the tools for providing social support to Ukrainians affected by emergencies and to help them integrate more quickly into their new place of residence.


It is expected that the mechanism will become fully operational once the detailed rules for submitting documents are published.
