Ukraine is gradually updating its rules for commercial transport drivers, focusing on the European approach to safety and working conditions. Ukraine continues to systematically bring the rules governing road transport operators into line with European requirements. As analysts at Finance.ua point out, the changes affect not only documents and technical standards, but also the daily working conditions of drivers, especially in the field of international transport.
In this article, we examine how the updated regulations will affect working and rest periods, the use of tachographs, and the responsibility of carriers, as well as what drivers working on international routes should take into account.

New requirements for drivers' working and rest periods
The updated rules detail the approach to recording the working hours of commercial transport drivers. The regulations cover not only the time spent directly driving, but also related work processes — waiting, loading, unloading, and other operations related to the trip. This approach unifies record keeping and makes it more transparent for regulatory authorities.
Particular attention is paid to night work. Night shifts are limited to a specific maximum duration, which directly affects the planning of international flight schedules. For carriers, this means a need to review logistics, and for drivers, a more predictable work schedule.

Weekly rest outside the vehicle
One of the key innovations was the tightening of requirements for weekly rest conditions. Full-fledged long-term rest can no longer take place in the vehicle cabin. The carrier is obliged to provide the driver with adequate conditions for rest outside the vehicle.
This rule changes the practice of organizing long-distance international trips. Companies will have to include drivers' accommodation costs in their expenses and plan routes in advance, taking into account rest areas that meet safety and comfort requirements.

Tachographs and expansion of transportation under control
The updated regulation extends the requirements for compliance with working hours and the use of tachographs to new categories of transportation. International passenger transportation on demand and international taxi trips, including self-employed drivers, are now subject to control.
This step eliminates loopholes that previously allowed drivers to work without keeping accurate records of their time behind the wheel. For passengers, this means a higher level of safety, and for drivers, it means the same rules of the game regardless of the format of transportation.

Transition to smart tachographs on international routes
For trucks that will undergo their first registration after mid-2026, there will be a mandatory requirement to use new-generation smart tachographs in international transport. These devices automate the recording of the driver's working time, movement, and rest periods.
The introduction of smart tachographs increases the accuracy of control and reduces the risk of disputes during inspections abroad. Ukraine already has a network of service centers that service such devices, which simplifies the preparation of vehicle fleets for the new rules.
Extended storage periods for driver data
Another important change concerns the storage of information from tachographs. The period during which a driver must carry records of work and rest is extended to two months. For companies, this means the obligation to store archives for a long time, which allows for more in-depth control and auditing.
Extending the data retention period increases the responsibility of carriers and drivers during international inspections, especially in EU countries, where attention to compliance with social standards is traditionally high.
At the same time, the updated rules provide for a number of exceptions. The requirements for tachographs and working hours do not apply to certain categories of transport, in particular specialized services, internal commercial transport of own cargo over limited distances, and transport operating in specific conditions.
This allows for flexibility in sectors where full application of European standards is technically or operationally impractical, while not violating the general logic of harmonizing legislation.

What remains unchanged for drivers?
The basic rules on maximum driving time, mandatory breaks, and weekly driving limits remain in place. These are well known to drivers already working on international routes and remain key benchmarks when planning trips.
The actual entry into force of most of the updated requirements is scheduled for the summer of 2026, giving carriers time to adapt their paperwork, equipment, and work schedules.
International travel and insurance: what should drivers consider?
Given the tightening of controls on international routes, it is important for drivers to take care not only of their documents and the technical condition of their vehicles in advance, but also of compulsory insurance. A valid Green Card remains a prerequisite for traveling abroad.
