Transporting gold and valuables across the border: limits, declarations, and typical risks
Transporting gold and valuables across the border is regulated by customs and currency regulations. Find out what limits apply, when a declaration is required, and what documents you need to prepare in advance
The movement of gold, silver, bullion, or jewelry across customs borders is subject to strict rules. These rules depend on the status of the items (personal belongings or goods), their value, weight, and composition, as well as currency restrictions. Lawyers discussed the key risks and requirements in a commentary for Finance.ua.
Expert explanations were provided by Hanna Gnizdovska, managing partner at Yuris Ferrum, a lawyer specializing in customs law, and Oleksiy Sokurenko, a lawyer at the Sokurenko Legal Aid Center network of law firms.
Which metals are considered precious under Ukrainian law
The list of precious metals is defined in Article 1 of Law of Ukraine No. 637/97-VR. These include:
● gold;
● silver;
● platinum and platinum group metals — palladium, rhodium, iridium, osmium, ruthenium (in any form and condition);
● jewelry and household items made of these metals;
● parts of items;
● scrap precious metals.
For customs authorities, it is not the form of the item that is decisive, but its composition and weight. That is, it does not matter whether it is a ring, pendant, ingot, or scrap — it is the precious metal content that is assessed.
What are the limits for transporting valuables?
There is a general limit of €10,000, which applies collectively to:
● cash;
● bank metals;
● securities.
Bank metals, as defined by the NBU, are ingots and powders of the highest fineness (gold, silver, platinum, palladium). Jewelry weighing up to 500 g (rings, earrings, chains) is considered personal belongings and does not need to be declared as goods.
At the same time, investment coins and ingots are always subject to mandatory declaration, since:
● they are not included in the list of personal belongings (Article 374 of the Customs Code of Ukraine);
● they are currency valuables (in accordance with the Law “On Currency and Currency Transactions” and NBU Regulation No. 5).

When is a written declaration mandatory
A written declaration is mandatory if the limit of EUR 10,000 is exceeded. It is also necessary to have documents:
● on cash withdrawals (valid for 90 days);
● on the purchase of bank metals (for the amount exceeding the established limit).
Failure to declare or incorrect indication of value may result in the detention of items and administrative liability.
What problems most often arise at customs
According to lawyers, the most common difficulties are related to:
● non-compliance with the rules of declaration;
● incorrect determination of the status of an item (personal item or goods);
● lack of documents confirming the origin and value;
● security risks during transportation.
Misunderstanding of what exactly belongs to bank metals and what belongs to jewelry often leads to additional checks or customs duties.
What documents you need to have
The movement of precious metals is regulated by the Customs Code of Ukraine, Law No. 637/97-VR, and NBU Regulation No. 5 of January 2, 2019. A person must have documents confirming:
● The origin of the metal: a receipt, invoice, purchase and sale agreement, reference, or certificate.
● The value of the item: bank statement, document confirming purchase from a bank or dealer.
● The composition and fineness of the metal: ingot passport, manufacturer's certificate, expert opinion, assay office document. For collectible or unique coins, it is advisable to have an expert appraisal and certificate of authenticity.
