Ukraine plans to change the rules for awarding academic scholarships. Starting September 1, 2026, some students will be eligible to receive monthly payments of at least 4,000 UAH. The new measures also expand the group of students eligible for state support. The Ministry of Education and Science of Ukraine announced these changes.


The minimum scholarship amount will be increased


Starting with the new academic year, the minimum academic scholarship will be 4,000 UAH. This is approximately twice the average amount of such payments in 2025.


The increase is expected to improve financial support for students and create more comfortable conditions for pursuing an education.


Scholarships will also be paid to students at private universities


Among the main changes is the expansion of the list of scholarship recipients. From now on, students studying under state-funded programs will be eligible for payments, regardless of the educational institution’s ownership status.


This means that scholarships will be available to students at:


state universities;

municipal higher education institutions;

private universities.


The main requirement is studying on a state-funded basis.

The government has resolved the issue with payments


The Ministry of Education and Science of Ukraine explained that previously, academic scholarships were awarded only to students at state and municipal universities who were studying on state funding.


In contrast, students at private educational institutions, even if they were also studying under a state-funded program, did not have a clear mechanism for receiving such payments. The government’s new decision is intended to eliminate this uncertainty.


Funds for the payment of increased scholarships have already been allocated in the Ministry of Education and Science of Ukraine’s budget for 2026.


According to Prime Minister Yulia Svyrydenko, the decision was the result of student appeals and demonstrates that youth initiatives can influence government decisions.


She emphasized that it is important for the state to provide young people with decent conditions for learning and development.


What does this mean for students?


Starting in September 2026, students studying under state-funded programs will be able to receive academic scholarships regardless of whether their university is state-run, municipal, or private.


Thus, the scholarship system will become more equitable and cover a wider range of Ukrainian students.
