Is mobilisation stepping up? Main roads in Kyiv are being blocked for document checks: what you need to know
Recently, residents of Kyiv have been noticing checkpoints and increased patrols on the city’s main streets with increasing frequency. Rumours of mass round-ups and forced conscription to military recruitment offices are understandably causing concern among drivers and pedestrians. Find out what is really behind the roadblocks
Recently, the capital’s media landscape has been flooded with reports of possible changes to the pace of conscription. Reports of major roads in Kyiv being blocked and an increase in joint patrols have caused concern. Whilst some sources claim there has been an unprecedented tightening of controls, official bodies are urging people not to panic and insist that operations are proceeding as normal.
Signs of increased mobilisation
Ukrainian Armed Forces officer Yuriy Kasyanov and a number of other sources note that reports of transport arteries being blocked and an increase in patrols are a sign of intensified mobilisation measures.
In practice, this could mean mass checks of military registration documents among drivers and pedestrians. There are also reports of attempts to hand out summonses directly at checkpoints and possible instances of citizens being forcibly taken to Territorial Recruitment Centres straight from the streets.
Previously, during the full-scale war, mobilisation processes in the capital were assessed as moderate; therefore, the current visible intensification of the work of the TCC and the National Police is perceived as the first instance of such a large-scale escalation.

The official position of the Territorial Recruitment Centres
Despite the visible presence of patrols and online reports, official bodies deny any change in recruitment approaches. Representatives of the Kyiv City Territorial Recruitment Centre and the Joint Staff stated in a comment to ‘Channel 24’ that, in fact, mobilisation in the capital has not been intensified.
According to them, the number of patrol groups on the city’s streets has not changed, and all measures are being carried out as usual. The department emphasises that no changes have been made to legislation or regulatory acts; therefore, there are no legal grounds for a sudden change in working procedures.
What to do if you are stopped by TCC representatives
Amid conflicting information, it is crucial to have a clear understanding of the legal framework. Only authorised persons, including TCC staff alongside police officers, have the right to check documents on the streets. Any attempts to forcibly place a citizen in an official or private vehicle without cause are considered unlawful. The summons itself must be handed over in person with proper documentation of the process, rather than being handed over ‘on the go’. At the same time, every citizen has the full legal right to record the actions of officials on video.
Lawyers cite panic and passive behaviour as the main mistakes when encountering patrols. Often, due to confusion, people voluntarily agree to actions that could be challenged.
To protect your rights, you must always carry your passport and military registration documents with you.
It is strongly advised not to sign any documents ‘on the spot’ without fully understanding their content and legal implications.
If you face pressure or abuse of authority, you must immediately call the police on 102 and report the coercion. Also, if possible, you should contact a lawyer straight away to obtain legal support.
