Ukraine has updated its tools for analyzing the auto insurance market. The Motor (Transport) Insurance Bureau of Ukraine (MTIBU) has unveiled a new system of MTPL statistical dashboards, which provides access to detailed and structured analytics on the activities of insurance companies.
The update aims to increase market transparency and help drivers make more informed decisions before purchasing auto liability insurance.
What has changed in the MTPL dashboards?
According to the MTIBU, users now have access to interactive dashboards that allow them to analyze insurance companies’ performance across various time frames—by year, quarter, and month.
The system provides open and up-to-date data, enabling users to track market trends, compare insurers’ performance metrics, and form their own conclusions before signing a contract.
For domestic MTPL contracts (“auto liability insurance”), 14 new metrics have been added. Among them:
● number of contracts terminated early;
● number of claims settled directly;
● data on decisions regarding payouts;
● average time to settle insurance claims.
For international contracts (“Green Card”), 5 additional metrics have been added, including:
● number of contracts terminated early;
● number and amount of insurance payouts;
● the percentage of claims settled by type of damage.

What dashboards are available to users?
The updated system includes several key analytical areas:
● Insurers’ activities (contracts) — number of contracts concluded, market trends, policy structure, and company rankings;
● Claims settlement (payments) — payment volumes, compensation decisions, insurer performance;
● Claims and reimbursement requests — number of claims, percentage of payments and denials;
● Settlement timelines — average case processing time and payment speed;
● Policyholder complaints — number and reasons for complaints, customer satisfaction levels;
● General MTPL market indicators — market structure and key trends;
● MTIBU payments — data on the Bureau’s activities as a guarantor of victim protection.
In addition, tables explaining the indicators are provided under each dashboard, helping to better understand the presented analytics.
How will the new dashboards help drivers?
The MTIBU emphasizes: open data allows every driver to choose an insurance company more consciously. MTIBU Board Chairman Oleksandr Bernazuk noted that the updated dashboards help increase competition in the market, improve service quality, and build trust in insurance.
In essence, drivers are provided with a tool that allows them to assess:
● how quickly the company pays out compensation;
● how often complaints arise;
● the rate of claim denials;
● the insurer’s overall stability.
