Resumption of Air Travel in Ukraine: Government Begins Preparations for Airport Reopening

Ukraine has begun systematic preparations for the resumption of civil aviation following the reopening of its airspace. To this end, the Ministry of Community and Territorial Development has established a special working group that will serve as an advisory body and develop practical solutions for the future reopening of airports.
This is not about the immediate return of regular flights, but about building a foundation that will allow air service to be resumed quickly and in an organized manner when the time comes. That is why the main focus is already on launch scenarios, coordination between agencies, and safety issues.
Who will prepare for the resumption of operations at Ukraine’s airports?
The working group includes representatives of key government agencies and structures upon which the future resumption of flights depends. Specifically, the State Emergency Service, the Ukrainian Air Force, the State Aviation Service, the Infrastructure Restoration Agency, and representatives of the Ministry of Community and Territorial Development will participate in the work.
The heads of Ukraine’s largest airports—Boryspil, Kyiv (Zhuliany), and Lviv—have also been separately involved in the process.

What are the working group’s tasks?
The main goal of the newly formed group is to develop a realistic plan for the resumption of civil aviation in Ukraine. Among the key tasks:
● developing scenarios for the resumption of flights;
● planning a phased reopening of airports;
● formulating recommendations for the government.
In essence, this involves creating a roadmap that will help the state act swiftly once the security situation allows for the reopening of airspace to regular flights.
A separate focus of the group’s work is aviation security and infrastructure protection during and after martial law. This factor is decisive for any decisions regarding the resumption of civilian flights.
This means that the resumption of air travel is viewed not merely as a matter of transportation accessibility, but as a complex, multi-level process that must take into account:
● the condition of airport infrastructure;
● the readiness of emergency response services;
● coordination with the military;
● risks to passengers, personnel, and facilities.
At this stage, there is no talk of specific dates for resuming flights. At the same time, the very fact that a working group has been established shows that the state is preparing not reactively, but systematically.
For passengers, this is a signal that infrastructure is not being neglected, and the future launch of air travel is already being laid out at the level of government decisions.
