In 2026, Ukrainians will be eligible to apply for an old-age pension provided they have the required length of insurance coverage and have reached the specified age. The pension is a monthly government benefit, and the application process requires the preparation of documents and compliance with established rules. This is reported by experts from the “Legal Guide for IDPs.”
Who is eligible for a pension in 2026?
Eligibility for a pension depends on two key factors—age and insurance record. The following requirements apply in 2026:
● at age 60—at least 33 years of insurance record;
● at age 63—between 23 and 33 years;
● at age 65—between 15 and 23 years.
At the same time, the system is gradually changing. Starting in 2028, to retire at age 60, you will need at least 35 years of insurance coverage. Meanwhile, citizens with over 40 years of coverage will be eligible for benefits regardless of age.
Special provisions for IDPs and residents of combat zones
Separate rules apply to people who live or have lived in combat zones or temporarily occupied territories. During martial law and for three months after its end, the pension start date is determined:
● by age—from the day the retirement age is reached;
● due to disability—from the day the disability is established;
● due to the loss of a breadwinner — from the date of death;
● for length of service — from the date of dismissal, but not earlier than February 24, 2022.
What documents are required to apply for a pension?
To apply for a pension, you must prepare a basic set of documents:
● passport;
● identification code;
● documents confirming insurance coverage (employment record book or other proof);
● application for a pension.
In some cases, additional documents may be required:
● salary statement prior to July 1, 2000;
● documents regarding special status;
● IDP certificate;
● proof of residence;
● bank account details;
● photo for the ID card.
If some documents are lost, they can be restored or requested through the relevant authorities. It is also important to note that work experience gained abroad can be credited, but only if officially confirmed and legalized documents are available. In such cases, it is advisable to verify all certificates in advance and take care of other formalities—for example, obtaining travel health insurance through Visit Ukraine, which may be required when gathering documents outside Ukraine.

How is the pension amount calculated?
To calculate the pension, the average salary in Ukraine for the three years preceding the year of pension award is taken into account. This figure, along with years of service and individual coefficients, determines the amount of the future pension.
How do I apply for a pension?
You can apply both online and offline.
1. Offline option: visit any service center of the Pension Fund of Ukraine—regardless of your place of registration or actual residence. Staff will verify your documents, process your application, and notify you if anything is missing.
2. Online option: submit your application through the PFU portal or “Diya.”
This requires an electronic signature or Diya.Signature, as well as scanned copies of documents. Some information will be pulled in automatically, but you must verify it before submission.
Working retirees can choose who will submit the application—themselves or through their employer.
When to submit documents?
You can submit documents no earlier than one month before reaching retirement age or at any time after the right to a pension has already arisen.
The decision to grant a pension is usually made within 10 days of submitting the documents. If additional verification is required, the deadline may be extended by up to 15 days.
If the set of documents is incomplete, they can be submitted within three months—and the pension grant date will remain unchanged.
Why might a pension application be denied?
The most common reasons for denial or delay:
● insufficient insurance coverage;
● unverified work history;
● errors or discrepancies in the documents;
● incomplete set of documents;
● inaccurate data.
An already granted pension may also be suspended if it remains unclaimed for more than six months or if mandatory in-person verification is not completed.
