Updated rules for traveling abroad for people with disabilities and their accompanying persons
The government portal reports that on September 10, 2022, the Cabinet of Ministers of Ukraine approved a number of changes to the rules for crossing the border in the event of a state of emergency or martial law for people with disabilities and their accompanying persons. In particular, the limit on the permissible number of trips abroad was lifted. These changes were long-awaited, because they were initiated at the beginning of summer.
What has changed?
• From now on, Ukrainians who accompany persons with disabilities are allowed to travel outside the country independently and repeatedly. This rule also applies to parents of children with disabilities. This can be done on the basis of a certificate of presence of these persons on the consular register, or in the case of rotation of attendants from among the employees of the care facility based on the order of the director of the care facility.
• The period during which the accompanying person must apply abroad to the relevant institution for consular registration of persons with disabilities has been increased to 7 days.
General rules for crossing the border for people with disabilities and persons accompanying them
Persons with disabilities can cross the state border only if they have appropriate medical certificates or certificates confirming their status.
As for accompanying persons, the above-mentioned norms apply only to Ukrainians who accompany disabled people of I or II groups or people who need constant care. Also, the accompanying person must have a complete package of documents that will confirm family ties with a person with disabilities.
Departure of men to care for sick parents, wife, children is not possible without a sick person.
Ukrainian legislation does not provide for the crossing of the border by conscripts to accompany persons with disabilities of the III group.

The simultaneous stay of visitors in the hotel lobby not more than one person per 10 square meters of serviceable area is allowed.
Persons can visit hotels and stay there (outside hotel room) only if they wear respirator or face mask (including homemade mask), so that the nose and mouth are covered.
