Foreign nationals from a number of countries may visit Ukraine without obtaining a visa in advance. The current list of such countries is determined by bilateral intergovernmental agreements and government decisions, and the conditions for crossing the border depend on the purpose of the visit, the type of passport, and the length of stay. Despite the martial law in effect, visa-free entry rules remain in place for certain countries, though they have been supplemented with additional requirements regarding documents and border control.

We provide a full list of countries whose citizens can enter Ukraine without a visa in 2026, permitted stay durations, border crossing conditions, specifics for holders of diplomatic and service passports, as well as details regarding entry during martial law in the article below.

Ukraine visa free countries: general rules for visa-free entry

The visa-free regime with Ukraine allows citizens of certain countries to stay in the country without obtaining a visa in advance for a specified period. This procedure is regulated by bilateral intergovernmental agreements, decisions of the Cabinet of Ministers of Ukraine, and relevant legislative acts. For most partner countries, the maximum stay is 90 days; however, in some cases, it may be shorter—ranging from 14 to 60 days.

It is important to note that the visa-free regime applies only to short-term stays for tourism, business, visiting, or private purposes. For study, employment, family reunification, stays exceeding the established period, or other long-term purposes, obtaining the appropriate visa is mandatory. Detailed entry rules for citizens of various countries are available on the official website of the Ministry of Foreign Affairs of Ukraine, and this resource remains the primary source for clarifying current conditions before your trip.

Specific entry requirements—such as maximum stay duration, passport requirements, and the need for biometric data—vary depending on the foreign national’s country of origin and the type of travel document they hold. Therefore, before planning a trip, you should check the current requirements for your specific country of citizenship on the website of the Ministry of Foreign Affairs of Ukraine.

Duration of visa-free stay in Ukraine for foreigners

The maximum duration of visa-free stay in Ukraine is set separately for each partner country. The most common option is visa-free entry for up to 90 days within a 180-day period, which applies to most EU countries, the U.S., Canada, the UK, Japan, and a number of other states. The following formats are also in effect: visa-free entry for up to 90 days without additional restrictions, up to 30 days within a 60-day period, up to 30 days, up to 14 days, and in certain cases—other individual durations established by bilateral agreements.

These variations are linked to the terms of intergovernmental agreements and the principle of reciprocity, under which Ukraine offers citizens of another country conditions similar to those its own citizens receive when entering that country. Before traveling, you must verify the specific duration applicable to your country to avoid exceeding the permitted period of stay. Violating the established duration entails administrative liability and may affect the possibility of future entries into Ukraine.

Who can enter Ukraine without visa: entry requirements by passport type

For visa-free entry into Ukraine, a foreign citizen must present a valid travel document—usually a foreign passport. In most cases, such a document must comply with international security standards and be valid for a sufficient period at the time of crossing the border. For a number of countries, entry is permitted specifically with biometric passports, while holders of regular (non-biometric) documents may require separate procedures or be subject to different entry rules.

A separate border crossing procedure applies to holders of diplomatic and service (official) passports. For these categories of citizens, many countries have concluded expanded visa-free agreements that allow for border crossings under simplified conditions or extended periods of stay compared to standard travel. The exact rules for holders of diplomatic passports and holders of service/official passports, as well as the list of countries with which such agreements are in effect, are available on the website of the Ministry of Foreign Affairs of Ukraine and in official intergovernmental documents.

Visa-free entry to Ukraine during martial law: specifics

Under martial law, introduced in Ukraine in 2022 and extended thereafter, the entry procedures for foreign citizens have been significantly revised. Although the visa-free regime for the listed countries remains in effect, actual procedures at the border have become more detailed. Checks of documents, the purpose of the visit, the availability of return tickets, proof of residence, and financial means have been tightened. Certain categories of foreigners may be asked additional questions regarding the grounds for entry.

Additionally, during the period of martial law, restrictions apply regarding stays in border zones, combat zones, and temporarily occupied territories. Civilian air traffic to Ukraine has been suspended, so entry is primarily via land border crossings—from the territories of EU member states and Moldova—as well as through certain seaports. Before planning a trip to Ukraine in 2026, foreigners are advised to monitor the latest regulations of the State Border Guard Service of Ukraine and the recommendations of their Ministry of Foreign Affairs regarding travel to countries with active hostilities.

Exceptions and Specifics of Visa-Free Entry to Ukraine

Special rules apply to certain categories of individuals, which do not always align with the general visa-free regime of their country of citizenship. These categories may include stateless persons, refugees, holders of documents issued by entities not recognized by Ukraine, or citizens with dual citizenship. Separate procedures for verification and confirmation of status at the border are provided for each of these groups.

Special attention is paid to citizens of countries listed as posing migration risks, as well as to individuals entering for purposes not covered by the visa-free regime—such as extended study, long-term employment, volunteer work exceeding the established duration, or journalistic work in areas under special regime. In such cases, even if a visa-free regime exists with the country of citizenship, you must obtain the appropriate visa or other authorization document in advance through Ukrainian consular offices abroad.

Get insurance covering war risks for your trip to Ukraine!

Traveling to Ukraine during martial law requires careful preparation, and one of the essential components of such preparation is medical insurance covering war risks. Standard travel insurance policies available on the international market typically do not cover situations related to combat operations, the consequences of rocket attacks, drone strikes, or emergency evacuation from high-risk zones. That is why foreign citizens planning to visit Ukraine in 2026 should take care of a specialized insurance product in advance.

The Visit Ukraine portal offers insurance covering military risks. The policy covers medical care, hospitalization, and other services related to the consequences of wartime emergencies.
