A new approach to pensions in Ukraine! Ukrainians no longer need to prove their length of service: details
The process of applying for a pension in Ukraine has become much simpler! Forget about collecting paper documents: if your employment history has already been digitised, the Pension Fund will retrieve the data directly from government registers. President Volodymyr Zelenskyy has signed a law that significantly simplifies the process of awarding benefits by automating it. Ukrainians no longer need to collect paper certificates if their employment details are already recorded in state electronic registers. The main focus is on using digital data and minimising red tape when applying to the Pension Fund.
How are pensions now allocated in Ukraine?
Pension allocation in Ukraine is switching to an automated system based on data from electronic registers. If information about your insurance record and earnings has already been digitised, the system can allocate a payment without you having to visit the Pension Fund in person. As before, you can submit an application in person, through a representative, or electronically via your personal account.
Key changes include:
▪️ Ban on requesting documents: The Pension Fund has no right to demand paper confirmations if the data is available in the registers.
▪️ Automatic data retrieval: The Fund independently obtains information from other state information systems.
▪️ Notification of missing data: if information for certain periods is missing from the register, the PFU is obliged to notify the applicant via the online portal and explain exactly what needs to be provided.

Do I need to bring my employment record book to apply for a pension?
The employment record book remains the primary document for confirming length of service only if data is missing from the electronic register. In situations where entries in the book are missing or contain errors, the law permits the use of archive certificates, statements, contracts or witness testimony.
The Pension Fund is now obliged not simply to refuse to calculate the pension, but to provide a clear procedure. If the length of service is insufficient, Pension Fund specialists must explain how to confirm it, including the option of taking the matter to court. An important change is the recognition of periods of employment even if the employer has not paid contributions, provided that reports were submitted and the contributions were not below the minimum.
