Article 4 of the Constitution of Ukraine enshrines the principle of single citizenship. The state does not recognize a second passport, but it also does not provide for the automatic revocation of Ukrainian citizenship upon the acquisition of foreign citizenship. According to the Law of Ukraine “On Citizenship of Ukraine,” a person who has voluntarily obtained a passport of another country remains a citizen of Ukraine until the moment of officially renouncing citizenship through the established procedure.

How does entry into Ukraine work with dual citizenship?


Crossing the Ukrainian border is permitted exclusively with a Ukrainian passport. The Border Guard Service identifies the individual specifically as a citizen of Ukraine, regardless of whether another passport is available.

Dual citizenship and the TCC: what should men expect?

Possession of a foreign passport does not affect military service obligations. Male citizens of Ukraine aged 18–60 are subject to military registration on an equal footing with everyone else, and a second passport is not grounds for exemption from mobilization or deferment.


Border guards have access to the registries of those subject to military service and can forward information to the relevant authorities. Upon entering Ukraine, a man is required to register for military service at his place of residence, and the Territorial Military Commissariat has the right to issue a draft notice in accordance with the law.
