Territorial Recruitment and Social Support Centers (TRSCs) have stopped accepting applications for deferments from conscription. This decision was made to streamline operations and focus resources on priority mobilization tasks. From now on, deferrals for most categories are extended automatically — through verification of data in state registries — and in certain cases, you must contact the Administrative Service Center. This is stated on the website of the Ministry of Defense of Ukraine.

22 categories for which deferrals are automatically extended


Currently, the mechanism for automatic confirmation via registries is already in effect for 22 categories. Deferrals are automatically extended for:

1. People with disabilities.

2. Those temporarily unfit for service.

3. Parents of three or more children.

4. Single parents raising a child under 18.

5. Parents of a child with a disability under 18.

6. Parents raising a seriously ill child without a disability.

7. Parents of an adult child with a Group I or II disability.

8. Those who care for a seriously ill family member.

9. Guardians of a person declared legally incompetent.

10. Those who have a spouse with a Group I or II disability.

11. Those who have a spouse with a Group III disability.

12. Those who have relatives or a spouse’s father or mother with a Group I or II disability.

13. People who care for a relative of the second or third degree of kinship with a disability.

14. Military personnel (both men and women) with a child.

15. Undergraduate and graduate students.

16. Employees of higher and vocational education institutions.

17. School teachers.

18. People whose close relatives were killed or went missing during combat operations or martial law.

19. Relatives of Heroes of Ukraine, posthumously honored for their bravery during the Revolution of Dignity.

20. People deprived of their liberty as a result of armed aggression against Ukraine.

21. Military personnel released from captivity.

22. People aged 18–25 who have completed a one-year contract.

When might auto-renewal fail, and what should you do then?


There are cases when the system cannot find the necessary data in the registries, and the deferral is not automatically extended. Most often, glitches occur for the following categories:

● people who have a father or mother with a Group I or II disability;

● people caring for a seriously ill family member;

● parents of three or more children.


If automatic renewal did not occur, you must personally visit any convenient Administrative Service Center with the relevant documents. A TCC is no longer required for this.


What should you check in the registries to ensure the deferral is extended without issues?


For automatic renewal to work correctly, the data in state registries must be up to date. Pay attention to the following points:

● family information in the Civil Registry Office;

● the tax identification number (TIN) of the father or mother with a disability in the birth certificate;

● disability data in the Unified State Information System on Social Security (USISS) or the Pension Fund registry;

● personal data of the father or mother in the children’s birth records (full name, date of birth, tax ID);

● no arrears in child support payments or a debt not exceeding the amount of payments for three months.


Timely updating of this information with the relevant agencies ensures unimpeded confirmation of the right to a deferral.


11 types of deferrals that can be processed online in Reserve+


In addition to automatic renewal, you can apply for a deferral online in the Reserve+ app — without waiting in lines or dealing with unnecessary bureaucracy. Currently, this option is available for 11 categories:

1. People with disabilities.

2. Those temporarily unfit for service.

3. Parents of a child with a disability under 18 years of age.

4. Parents of an adult child with a Group I or II disability.

5. Those with a spouse (husband or wife) with a Group I or II disability.

6. Those with a father or mother with a Group I or II disability.

7. Spouses of military personnel with a child.

8. Parents of three or more children.

9. Single parents raising a child under 18.

10. Undergraduate and graduate students.

11. Higher education and vocational education staff.
