Why is the EU discussing restrictions on temporary protection for men?
The EU Special Representative for Ukrainians, Ilva Johansson, drew attention to a situation in which men subject to military conscription, who have no legal right to leave Ukraine, immediately receive temporary protection status in EU countries after crossing the border—sometimes illegally.
According to Johansson, this approach appears contradictory given that the European Union is simultaneously supporting Ukraine in the war against russia, including through military means. She called this a “contradictory signal” for Kyiv.

What changes might be introduced?
Ilva Johansson noted that she considers it appropriate to introduce certain exceptions to the rules for granting temporary protection. At the same time, she emphasized several important caveats:
- this issue has not yet been agreed upon within the EU;
- the discussion is at the stage of deliberation, not decision-making;
- even if restrictions are introduced, according to Johansson, they will be “very minor.”
