Foreign nationals wishing to defend Ukraine will be provided with a transparent process for undergoing a medical examination. The Verkhovna Rada of Ukraine has taken an important step towards facilitating the process for foreign nationals wishing to join the Armed Forces of Ukraine. Parliament has passed Bill No. 15015 at its first reading, which aims to simplify and clearly regulate the procedure for foreign volunteers to undergo a military medical examination.
How foreign volunteers can undergo the MMC in the Armed Forces of Ukraine
Prior to this bill, confirmation of fitness for service based on health status was mandatory; however, the process itself was not clearly regulated by law for citizens of other countries.
Medical examinations will now be officially conducted by military medical commissions at territorial recruitment centres (TRCs and SPs), as well as at medical facilities of the Ministry of Defence and other law enforcement agencies. To speed up and simplify the process, ordinary state and municipal hospitals are permitted to be involved in conducting medical examinations.
During the commission, doctors will not only determine the foreign national’s general fitness for military service, but will also establish the cause-and-effect relationships of any injuries or trauma, and prescribe the necessary conditions for medical and social rehabilitation.

Service in the Armed Forces of Ukraine for foreigners: creation of a single recruitment centre
In addition to addressing medical issues, Ukraine is actively working to simplify the overall mechanism for recruiting volunteers from abroad. In the near future, it is planned to launch a single centre for recruiting foreigners into military service.
It is expected that specific units of the Armed Forces or the National Guard will be able to take charge of the training and basic provisioning of new fighters. This will allow brigades interested in replenishing their personnel to train foreign recruits using their own methods and taking into account real combat experience.
