Losing your passport while abroad is a situation that anyone can face. The document may be stolen, lost, or damaged, or its validity may expire just when you need to return to Ukraine urgently. In such cases, many Ukrainians hear about the so-called “white passport,” but do not always understand what this document is and what options it provides.


In fact, a “white passport” is not a new passport and is not a universal travel document. Its official name is a Certificate of Return to Ukraine. The document is issued by Ukrainian diplomatic missions abroad for citizens who do not have a valid passport for travel abroad but must return home.


It is important to understand the key point: the certificate of return grants the right to a single entry into Ukraine only. It does not replace a foreign passport and is not intended for tourist trips, travel in Europe, or extended stays in other countries. That is why, before applying for the document, it is important to know all its features, restrictions, and rules of use.


What is a “white passport” and what is it for?


Ukrainians usually refer to the certificate of return to Ukraine as a “white passport”—a special temporary document issued by Ukrainian embassies and consulates abroad. Its main purpose is to help a citizen legally return to Ukraine if they are without a valid passport.


The most important thing to remember: this document is intended specifically for returning home, not for further travel. It does not grant the same rights as a regular foreign passport and cannot be used as a full-fledged travel document for international travel.


In fact, a return certificate is an emergency solution for situations where a person is unable to quickly obtain a new foreign passport but must travel to Ukraine in the near future.

When might Ukrainians need a return certificate?


Most often, a “white passport” is issued in situations where a person needs to return to Ukraine urgently but does not have a valid foreign passport. It is for such cases that Ukrainian diplomatic missions abroad may issue a return certificate to Ukraine.


You may need to apply for this document if:

- Your passport has been lost;

- Your passport has been stolen;

- Your passport is damaged and has become unusable;

- Your passport has expired or is about to expire;

- You are unable to obtain a new passport before your return to Ukraine.


This is particularly relevant for Ukrainians who have been abroad for an extended period. This includes people who are working, studying, have temporary protection, or hold another legal residency status in another country. Often, they only learn that their passport has expired when they need to plan a trip home. In such a situation, a return certificate may be the only way to quickly return to Ukraine.


At the same time, it is important to remember that this document is not suitable for tourist trips or travel between countries. If a person plans to visit several countries or continue their journey after departing from their country of residence, a return certificate cannot replace a regular international passport.

Where can Ukrainians obtain a “white passport” abroad?


A return certificate is issued exclusively at Ukrainian diplomatic missions abroad. This may be the Ukrainian embassy or consulate serving the country or region where you are staying.


Before applying, it is advisable to check the official website of the relevant institution. Many consulates publish current requirements regarding documents, the application process, office hours, and the option to make an appointment.


It is also worth noting that the validity period of the certificate is determined individually by a consular official. When making a decision, the person’s return route and the realistic possibility of reaching Ukraine within the established timeframe are taken into account.


If your passport has been stolen or lost, it is a good idea to prepare in advance all available documents that can help confirm your identity and Ukrainian citizenship. This can speed up the application process and avoid additional requests from the consulate.


What documents are required to apply for a “white passport”?


The list of documents may vary slightly depending on the country and the specific consulate, so before applying, it is worth checking the requirements of the specific diplomatic mission where you plan to submit your application. However, a standard set of documents is usually required to obtain a certificate for return to Ukraine.


Most often, the consulate may request:

1. A completed application form;

2. Documents confirming your identity or Ukrainian citizenship, if available;

3. An explanation of the circumstances under which you lost your valid foreign passport;

4. A passport photo;

5. Proof of payment of the consular fee, if such a fee is required by the specific consulate.


If the passport was lost or stolen, the consulate may request additional explanations or proof. For example, you should prepare copies of lost documents, a photo of the passport on your phone, a Ukrainian internal passport, an ID card, a driver’s license, or other documents that will help establish your identity more quickly.


The main rule is not to wait until the last day before your trip. The sooner a person contacts the consulate and prepares all available documents, the lower the risk that their return to Ukraine will have to be postponed.


How to apply for a certificate for a child?


If a child under the age of 16 needs an identity certificate to return to Ukraine, they cannot apply to the consulate on their own. The documents must be submitted by the child’s parents or legal guardians.


The procedure is generally similar to that for an adult, but the consular office may additionally request documents confirming family ties or the legal representative’s authority. Therefore, it is advisable to clarify the specific requirements directly with the embassy or consulate where you plan to submit the documents.


Special attention should be paid to situations where a child is traveling with only one parent or is abroad without them. In such cases, the diplomatic mission may verify additional circumstances to confirm the legality of the document application and the child’s return to Ukraine.


To avoid delays, parents are advised to prepare all of the child’s available documents in advance, including the birth certificate, parents’ documents, and other papers that may be needed to confirm identity and citizenship.


How long is a “white passport” valid?


An identity certificate for return to Ukraine is issued not for a fixed term, but for the period necessary for the person to return home without hindrance. That is why the document’s validity period is determined individually by a consular official at the time of issuance.


In general, the guidelines of the free legal aid system state that the maximum validity period of such a certificate is usually up to 30 days, unless otherwise provided by Ukraine’s international treaties.


At the same time, some official explanations for specific situations may mention other timeframes—for example, up to three months. That is why you should rely not on general advice found online, but on the information specified directly in the issued document and the consulate’s explanation.


Once you enter Ukraine, the certificate effectively fulfills its purpose. It cannot be used for new trips abroad. If a person plans to travel, work, or study abroad in the future, they must apply for a new passport in accordance with established procedures.


Why can transit issues arise?


It is at this stage that Ukrainians most often make mistakes. Many believe that if a return certificate grants the right to enter Ukraine, then it can be used without any issues to fly any route. In reality, this is not always the case. The “white passport” resolves the issue of returning home but does not guarantee automatic transit through third countries.


If the route involves a layover in another country, you must check that country’s transit rules in advance. Different countries may have different policies regarding temporary travel documents and may impose additional requirements on passengers.


Special attention should be paid to the following points:

- Does the transit country recognize the certificate for return to Ukraine?

- Is it necessary to leave the airport transit zone during the layover?

- What documents does the airline require for boarding the flight?

- Is an additional transit visa or other entry permit required?

- What rules apply in case of a delay or route change?
