Heating Fuel Subsidy in Ukraine 2026: Who Is Eligible for Up to 16,000 UAH and How to Apply?
Residents of the private sector without centralized heating can receive a one-time payment for the purchase of fuel — from 7,000 to 16,000+ UAH per year. Find out who is eligible for a firewood subsidy, how to apply online, and what documents are required
Among government social benefits, there is one that many people are not even aware of. This is a special subsidy for purchasing heating fuel — firewood, coal, or peat—for residents of homes without central heating who do not use natural gas or electricity for heating. finance.ua reports on this.
The payment is a one-time benefit designed specifically to allow families to purchase a sufficient amount of fuel in advance—before the start of the heating season. You can apply for it at any time during the year, but the best time is from June to September: this way, you’ll receive the funds before the cold weather sets in.

How much can you receive: from 7,000 to 16,000+ hryvnias
The payment amount is not fixed—it is calculated individually based on the income of the specific household. On average, the assistance ranges from 7,000 to 16,000+ hryvnias per year. The final amount is influenced by the applicant’s social status and the family’s total income: the lower the income, the higher the payment.
Important: You must submit a separate application for “heating fuel” every year — it is not automatically renewed like some other types of social assistance.

How to apply: offline and online options
The application process is similar to that for a standard subsidy and offers several convenient options:
Offline:
● through the service centers of the Pension Fund of Ukraine;
● through the Administrative Service Centers (ASCs) — regardless of place of registration.
Online:
● through the Pension Fund of Ukraine’s (PFU) e-services web portal;
● through the PFU mobile app;
● via a simplified procedure through the “Diya” portal or app.
What documents are required to apply for a fuel subsidy?
In addition to the standard set of documents submitted to receive the subsidy, two specific documents must be included:
● an income declaration for the previous year;
● a certificate confirming the presence of stove heating in the home.
Regarding the latter: the Pension Fund usually sees this data in the registries automatically. However, in some cases — if the information in the databases is outdated or not updated — a certificate from the local council or the homeowners’ association may be required.
Can you receive a fuel subsidy if you already have a regular subsidy?
Yes, and this is an important point that often raises questions. If you are already receiving a monthly subsidy — for example, for electricity or water — this does not deprive you of the right to a separate payment for stove fuel. In this case, the Pension Fund will simply add the amount for firewood to your total subsidy and pay it out in a separate installment.
In other words, the two payments are not mutually exclusive — they can be received simultaneously.
