The Ukrainian government has approved the rules for a new pilot project designed to provide internally displaced persons with free housing in rural areas. The two-year initiative calls for communities to purchase vacant homes and subsequently transfer them to families of internally displaced persons for free use.


How the “Homes in the Village” Program Works for IDPs


The project’s implementation mechanism is quite simple: participants will be able to independently select a suitable house from a specially curated list of available housing. Once a family has made its choice, the local community will purchase the property as communal property and transfer it to the displaced persons for residence. There will be no rent to pay for such a house.


To ensure residents’ comfort, each home will undergo a thorough inspection by a special commission prior to purchase. Experts will assess the building’s suitability for year-round living and evaluate the availability of basic infrastructure in the settlement itself.

Who Among IDPs Is Eligible for Free Housing: Conditions and Benefits


Internally displaced persons who meet several key requirements are eligible to participate in the program. First and foremost, these are people who do not own their own housing in territory controlled by Ukraine. It is also important that participants have not previously received housing vouchers or compensation for destroyed property (and are not in the process of applying for them).


The government has also identified categories of citizens who have priority access to rural housing. First and foremost, housing will be provided to large families, people with disabilities, retirees, and families raising children with disabilities. Additionally, orphans and individuals deprived of parental care will be provided with housing on a priority basis.


For how long is free housing provided to displaced persons


The agreement for the free use of a home is concluded for a term of up to three years. If, upon expiration of this term, the family still requires support, the agreement may be extended by mutual consent of the parties.


However, early termination of the agreement is also provided for. This will occur if the displaced persons are able to purchase their own property or receive housing under any other government program.


The Cabinet of Ministers notes that the final stage of selecting participants and searching for suitable properties is currently being completed. The first families are expected to be able to move into their new homes as early as this summer.
