Italy has extended temporary protection for Ukrainian citizens until March 4, 2027. The decision was made at the European Union level and enshrined in national decree-law No. 201, which regulates the stay of Ukrainian refugees in 2026.

Permesso di soggiorno for Ukrainians: what has changed in 2026
According to Italy's new Law No. 201, the validity of permesso di soggiorno residence permits for Ukrainians has been extended until March 4, 2027.
At the same time, it is important to note that on March 4, 2026, the validity of the current permesso di soggiorno will expire, so Ukrainians must undergo the document renewal procedure.

- You need to make an appointment with the immigration service (Questura).
- The booking system is expected to launch in January 2026.

What to do upon arrival in Italy
After entering the country, Ukrainians must:
1. Contact the police within 48 hours to fill out a Declaration of Hospitality.
2. Submit documents to the Questura to apply for or renew a permesso di soggiorno.
3. Contact an ASL medical facility to obtain a temporary health card (STP), which gives access to public healthcare.
Foreign passport: important changes from October 2025
Ukrainians in Italy should pay close attention to the validity of their foreign passport.
From October 29, 2025, temporary extensions of old foreign passports will only be allowed in exceptional cases (for example, if it is technically impossible to issue a new one).
Most countries in the world, including Italy, do not recognize expired passports with extended validity, so for legal residence and renewal of the permesso di soggiorno, it is necessary to apply for a new biometric passport.
