It will be possible to submit an application for compensation to the International Register of Losses through Diia: what is known

Ukrainians will be able to file a report on damaged or destroyed apartments, houses, etc. in the state app Diia. After that, it will be possible to submit applications to the Register of Damages Caused by the Aggression of the russian federation against Ukraine. A new service will soon appear in the Diia public service, which will allow Ukrainians to submit applications to the International Register of Damage Caused by russian aggression. This was announced by Minister of Digital Transformation Mykhailo Fedorov, the Ministry of Justice reports.

The new service is expected to become available in April. 


"Diia is becoming an important part of the transfer and display of the scale of losses in order to launch a compensation mechanism in the future," the Deputy Prime Minister said.


According to Fedorov, Ukrainians will be able to submit applications for damaged or destroyed apartments, houses, cottages, etc. if they have a survey report from the local authorities. After that, it will be possible to submit applications to the International Register if the local authorities have not been contacted.


The Minister also noted that this is the first case of international data exchange to be used by the Diia platform. In the future, the service will be used to file reports of forced displacement, harm to life and health, as well as torture and sexual violence.

"Subsequently, it will be possible to file a claim for damage to infrastructure, and businesses will be able to file claims for damages," said Mykhailo Fedorov.


The official emphasized that the International Register of Losses was established under the auspices of the Council of Europe in May 2023. It has now been joined by 43 countries and the European Union, including the United States, Japan, and Canada. The main goal is to record all claims for war-related damage so that russia can pay reparations to Ukraine and its citizens.


Fedorov also added that Ukraine is working with international partners to create a mechanism that will convert information from the registry into decisions on compensation payments to Ukraine and war victims.
