MFA resumes providing consular services to men abroad: new terms and conditions
The technical pause in accepting new applications for consular services for a certain category of Ukrainian citizens is over. Here's a look at which men can apply to consular offices abroad and what they need to do to get the services they need
By order of the Ministry of Foreign Affairs of Ukraine, on May 18, foreign diplomatic missions resumed accepting applications and providing consular services to men of military age. However, the institutions will now operate under new rules.
"After a few weeks of technical pause, the Ministry of Foreign Affairs experts promptly updated the regulatory documents and made changes to the algorithms of information and communication systems, which allowed to bring consular activities in line with the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on Certain Issues of Military Service, Mobilization and Military Registration"," the Ministry of Foreign Affairs of Ukraine website states.

Provision of consular services to men abroad: clarification
From now on, the provision of consular services to men aged 18-60 who are/reside abroad will be carried out only if they have military registration documents. Therefore, in order to receive the chosen consular service, such applicants must submit their military registration document in paper (VOD) or electronic form (e-VOD) in addition to the required package of documents.
At the same time, the website of the Ministry of Foreign Affairs states that a paper document can be submitted only before the launch of the electronic conscript's office, where everyone will be able to create an electronic document on their own.

When is a military registration document not required?
According to the official explanation, a military registration document may not be submitted for consular services in three cases:
1. If the person intends to obtain an identity card for returning to Ukraine (the so-called "white passport").
2. When a consular action is performed in the interests of a child whose second parent is a foreigner or stateless person.
3. If an arrested or imprisoned applicant applies for consular services.
