Changes in border crossing rules for men: who will be required to have military registration documents?
Starting May 18, 2024, SBGS inspectors at checkpoints will check the availability of military registration documents for certain categories of citizens. Find out who the new rules apply to and who will be checking for documents
In accordance with the amendments to Ukrainian legislation, during the period of martial law or mobilization (except for targeted mobilization), male citizens of Ukraine aged 18 to 60 are required to carry a military registration document along with an identity document and present them at the request of a border guard in the border area, controlled border area and at checkpoints across the state border of Ukraine.
Therefore, starting from May 18, 2024, employees of the State Border Guard Service of Ukraine will check the availability of military registration documents for certain categories of citizens. This is reported on the SBGS portal.
Who must have military registration documents when crossing the border?
The Border Guard Service notes that the new rules will apply to persons who have the right to leave in accordance with paragraphs 2-6 of the Rules for Crossing the State Border of Ukraine. That is, the following categories of citizens will be obliged to provide a military registration document with information on exemption from mobilization or exclusion from military registration for health reasons:
– reserved for the period of mobilization and for wartime;
– recognized as unfit for military service for health reasons in accordance with the conclusion of the military medical commission;
– dependent on three or more children under the age of 18;
– who are raising a child on their own;
– who have a child (children) under the age of 18 and a spouse who is performing military service in one of the types of military service;
– as well as other categories of persons specified in Article 23 of the Law of Ukraine "On Mobilization Preparation and Mobilization".
Remember! In addition to a military registration document, a passport and documents confirming the right to leave Ukraine are required to cross the border.
At the same time, the changes will not affect everyone, and for some categories of people the procedure for leaving Ukraine remains unchanged.

List of exemptions: who does not need to present identification documents when crossing the border?
As noted on the SBGS portal, the changes will not apply to the categories of citizens specified in certain paragraphs of the Rules for Crossing the State Border by Citizens of Ukraine, namely:
– persons with disabilities;
– persons accompanying persons with disabilities and children with disabilities;
– drivers engaged in the transportation of medical goods and humanitarian aid, or international transportation of goods and passengers;
– certain persons in certain positions and civil service, employees of railway transport enterprises and those belonging to the maritime and aviation industries, etc.
The SBGS portal also reminds that according to part seven of Article 23 of the Law of Ukraine "On Mobilization Preparation and Mobilization" (as amended on 18.05.2024), the grounds for granting a deferral of military service to persons liable for military service during mobilization and its registration are checked by territorial centers of recruitment and social support.
Therefore, it is recommended that when planning to leave Ukraine, you first clarify your data with the TCC and SP and enter information about the deferment in your military registration document.
