On May 18, the Government of Ukraine adopted a new law "On mobilization training and mobilization", according to which all conscripts had to update their data within 60 days. The valid period for updating data ended on July 16.

Now Ukrainians are actively discussing what will change, both for those who updated their data and for those who did not update them? Let's try to find out.

What will change for conscripts who have updated their information?

According to the law, conscripts could update their data not only through a visit to the TCC, but also through the Rezerv+ application or TsNAP. However, it is impossible to pass the Military Medical Commission (MMC) online. Taking into account that the law obliges to pass the commission every year in wartime, it can be assumed that this category of people should wait for a summons to the VLK. After the VLK, a person can potentially be mobilized, especially if the specialty is needed by the general staff.

However, keep in mind that the Ministry of Defense states that passing the VLK is the next stage, and the data update process is considered complete even without passing the VLK.

How will conscripts who have updated their data receive subpoenas and what will happen if they are ignored?

Conscripts cannot receive summonses online, that is, through Reserve+. However, the other day, the Cabinet of Ministers organized the mechanism of centralized printing and sending summonses to conscripts by mail. The process of issuing a subpoena should speed up and become more automated. Therefore, it is most likely that the majority of conscripts will receive an invitation to the VLK at their address of residence.

If a person does not come according to the summons to pass the VLC, he will be fined from 17 to 25 thousand hryvnias.

When a conscript is deemed fit for service after military service, he can immediately receive a combat summons. If you do not appear before the TCC on a combat summons without valid reasons, you will receive criminal liability, that is, up to 5 years in prison.

Fines and penalties for conscripts who have not updated their data

Conscripts who have not updated their data by July 16 will be fined from 17,000 to 25,000 hryvnias. It will have to be paid voluntarily within 5 days. If you don't pay the fine, the account can be blocked, and if there is the required amount on it, it will be debited from there. If not, the accounts will continue to be blocked, and in parallel, the TCC can make requests about the person to the tax office, the Ministry of Internal Affairs register and other registers in order to collect complete information and a list of the property that the man has. If a person systematically does not pay fines and his debt grows to approximately 150,000, says the lawyer, then his property will be put up for auction.

Also, a person can be restricted in the right to drive a car. For this, the head of the TCC must prepare an application, which is submitted to the court, where the case is considered within 30 days without the participation of the conscript. That is, you can find out that you are not allowed to drive in Diya or already at a roadblock or on the street during the inspection.

In addition, this category of people can send a summons by mail to the last registered address. If the citizen does not live at this address, the summons will be considered served, even if he does not pick it up from the post office. If you ignore the summons, you will also receive a fine.

However, according to Oleksandr Fedienko, a deputy from "Servant of the People", it will be possible to update the data after July 16 and even without a fine, because "You independently eliminated such an offense."

Will the number of checkpoints and checks on the streets increase?

Speculations are spreading among the population that after July 16, the number of roadblocks and checks on the streets will significantly increase to stop people and check them for QR codes from the "Rezerv+" application. However, the representatives of the authorities did not make relevant statements.

Importantly! We will remind, according to the new law on mobilization, after May 18, a man does not have the right to refuse to serve a summons. Therefore, if you are given a summons and you refuse, the police representative can detain you. It is also worth remembering that only police officers can detain men on the street and take them to military police stations.

How many people updated the data?

The last time representatives of the Ministry of Defense commented on the issue of updating data (July 7, 2024), it was known that slightly more than 3.1 million citizens had fulfilled the requirement of the law. However, it is quite difficult to understand the percentage of conscripts, because the population census in Ukraine has not been conducted since 2001. Also, many people left after the start of the war or remained in the occupied territories.

However, according to various data, it can be roughly assumed that there are currently about 10.6 million conscripts in Ukraine.
